- The U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, NJ 07806-5000 has a requirement for carrying out a series of tests with a photo-EMF pulsed laser vibrometer (PPLV) and providing technical support and assistance in carrying out these tests at locations to be determined by ARDEC, Picatinny. The PPLV will be used to monitor variations in the vibration spectrum of the vehicle in this program. The PPLV is a remote, non-contact interrogation measure that is invisible to the drivers of suspect vehicles and hence will not arouse their suspicions when compared to other contact, visually intrusive sensing technologies. Furthermore, thanks to its excellent sensitivity in surface vibration monitoring, the PPLV can detect accurately variations in the vibration spectrum of the vehicle when it is subject to external perturbations like passing the vehicle through a speed bump. The very unique advantage of optical speckle tolerance of the PPLV also allows it to be applied to all kinds of vehicles regardless of its surface conditions while allowing them to travel with relatively higher speeds. The Contractor shall provide the necessary personnel to carry out the tests and tasks described herein. The Contractor shall be responsible for the operation of the sensors and shall remove the sensors from the test site at the conclusion of the tests. The Contractor shall identify the range of vibration characteristics, including the vibration frequencies and amplitudes, expected out of the range of vehicles of interest. The Contractor shall determine the corresponding system parameter values of the PPLV. The Contractor assemble the PPLV with the desired performance metrics. The Contractor shall perform baseline measurement of vehicle vibration spectrum in the absence of external mechanical loads using PPLV. The Contractor shall investigate variations in the vehicle???s vibration spectrum in the presence of mechanical loads using PPLV. The Contractor shall correlate the PPLV readout with various amounts of excessive mechanical load imposed onto the vehicle. The Contractor shall analyze recorded experimental data and prepare a final report. The Government intends to award a Firm Fixed Price, Sole Source contract in the amount of $13,000 to Brimrose Corporation of America, located at 19 Loveton Circle, Sparks, MD 21152-9201, under the authority of 10 U.S.C. 2304(c)(1)(A), as implemented by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This sole source position is predicated on Brimrose Corporation of America???s unique capabilities that are required for testing the remote-sensing Photo-EMF Pulsed Laser Vibrometer they have been developing with the purpose of monitoring variations in the vibration spectrum of a vehicle as one of the possible indicators of a Vehicle Borne Improvised Explosive Device (VBIED). Therefore, the efforts to be performed under this contract can only be accomplished by Brimrose Corporation of America and its personnel. All responsible sources, however, may submit a proposal that shall be considered by the agency.
