Description
The purpose of this Sources Sought/Market Survey is to identify potential production sources for the MK161 Percussion Primer NSN 1390-00-488-1018 for Foreign Military Sale (FMS). The item is utilized in propelling charges for the following 76mm cartr idges: MK199, MK200, MK201, MK202, and MK208. The item is threaded into the base of a cartridge case and tightened to a specific torque. The propelling charge is initiated by the gun firing pin contacting the primer [firing] plug, which transfers the percu ssion impulse to a percussion element, which ignites a chemical composition that in turn ignites the black powder charge. The flame from the black powder charge is vented through holes in the primer tube that then ignites the propellant charge in the cartr idge case. Potential manufacturers should have experience in handling explosives and static sensitive explosive components. Black powder is a hygroscopic material and moisture will degrade performance. Hang-fires or misfires will significantly reduce syste m effectiveness and could result in damage to the gun or injury to personnel. The estimated FMS quantity is 20,000 for FY08. Interested contractors should identify company size, descriptive information on the company, manufacturing capabilities (equipment, capacities, facilities, critical skills possessed), and past performance on percussion primers or other similar items. Participation in this effort is strictly voluntary with no cost obligation incurred to the Government. The Government at its discretion and without explanation may choose not to purchase all or part of the item described herein. All interested sources are requested to submit responses, but only in writing with clear and convincing documentation by close of 30 days after the date released. This synopsis serves as a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small busines s programs. The technical data package (TDP) is classified as Distribution D and is restricted as such. This TDP contains technical data whose export is restricted by the Export Controls Act, (Title 22, U.S.C., Sec 2751 ET SEQ) or the Export Administration Act of 1979, as amended (Title 50 U.S.C. APP 2240, ET SEQ). Technical data and drawings are available upon request. Interested parties must contact Gary Gray to request a copy of the TDP via E-mail gary.gray@navy.mil.
