Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-priced offers are requested under Request for Quotation (RFQ) number DLQ070051. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-18. There is a possibility that more than one vendor will be issued an award if it proves to be cost effective and advantageous to the Government. This is a cascading solicitation set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) and cascading with Small Business under North American Industry Classification System (NAICS) code 532490. If a SDVOSB does not submit a reasonable, responsive, responsible quotation, this solicitation will be awarded to a Small Business. Therefore both SDVOSB and Small Business concerns shall submit quotes to this solicitation. The small business size standard for a concern is $6.5 million in annual receipts. The line item numbers are: Item 1 - Tractor Rental, Quantity 7. Specifications: For Drill Seeding, Minimum 120 horse power, cab, four wheel drive, approximately 200 hours each for approximately two months, not to exceed 400 hours per tractor. Tractors will be operated by Government employees. Price to include delivery and pickup to project site. The delivery address will be the project site: (6 Ea.) tractors to be delivered and picked up at the Project Site which is out of Aberdeen, Idaho. Take North Pleasant Valley Rd. to Winters Rd., North on Winters Rd., Approx. 5 miles. (1 Ea. ) to be delivered to west Idaho Falls, on West 17th Street, to the BLM Stock Yard. Item 2 - Tractor Rental, Quantity 2. Specifications: To be used for RotoMow of fuels treatment area. Minimum 120 horse power, cab, front wheel assist, approximately 100 hours each for approximately one month, not to exceed 50 hours per tractor. Tractors will be operated by Government employees. Price to include delivery and pickup to project site. The Birch Creek Project Site is located north of Mud Lake, Idaho. Take Hwy 28 north from junction at Hwy 33 approx. 20 miles to where Birch Creek Powercanal crosses Hwy (at the steel building). Turn left south of canal and follow flags to project area on the Eightmile Canyon Road. Quotes will be evaluated on past performance and price, listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Please provide 3 contractor references from within the last year showing company name, contact name and phone number. Contractors must be registered at and be current on the Central Contractor Registration website at www.ccr.gov to be considered for award.
