Description

This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation, Lower Colorado Region has a requirement for the operation and maintenance of the Salton Sea Shallow Habitat Wetland. Principal features of the work include, but are not limited to: (1) Provide all equipment, materials, structures, supplies, personnel, and supervision to operate and maintain habitat ponds which includes all ponds, cells, outlets, inlet channel and diffusers, pumps, piping equipment, and all else necessary for the proper operation of the habitat pond complex. (2) Provide and maintain an outlet to Cell 4. (3) Repair and maintain earth-fill embankments were erosion has occurred to ensure that all existing islands are not connected to land. (4) Maintain a mixture of Salton Sea and Alamo River to Cell 1 of the wetland complex with a target salinity of 20,000 mg/l and a maximum variability of 15,000 to 25,000 mg/l. (5) Maintain water surface elevations in Cells 1, 2, 3, and 4 according to target elevations. (6) Monitor, record, and report on daily flow rates, specific gravity and salinity, and water surface elevations. The proposed contract will be firm-fixed price with a one-year base and a one-year option period. This acquisition, when announced, may be conducted under one or more North American Industry Classification System (NAICS) Codes. The primary work for operation & maintenance may be conducted under NAICS 541620 Environmental Consulting Services, small business size standard of $6.5M. The Bureau of Reclamation, Lower Colorado Region is seeking responsible sources having capabilities to perform the work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than September 5, 2007. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of work listed above. Packages should include the following information: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the operation and maintenance of wetland habitat ponds (or similar aquatic structures) that included intake channels and outlets, earth-fill embankments, rock barriers, and pumps and pipelines. Experience should also include work related to the identification and management of salinity levels and data collection methods to record water flow rates, gravity and water surface elevations. The project list should specify the types of components rehabilitated or fabricated. Additionally, for each project listed, provide the following: dollar value of the job, the plant name, plant location, and the customer's contact name and phone number for the work completed.
