- DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 201817R018 and the solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular and Federal Acquisition Regulation (FAR). This solicitation is Unrestricted Full and Open Competition. The NAICS Code 333111 with a size standard of 500 employees. Both Small and Large business may submit proposals. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, Aransas/Matagorda Island National Wildlife Refuge Complex has a requirement for a 4-wheel drive off-road diesel vehicle as described below. The Government intends to issue a contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all cost for furnishing and delivering subject vehicle. PLACE OF PERFORMANCE - Aransas/Matagorda National Wildlife Refuge Complex, Austwell, Aransas/Calhoun Counties, Texas 77950 BID SCHEDULE: A) 1 (one) 4-wheel drive off-road vehicle as described: $_______________ Price Must Include all cost for furnishing and delivery of subject vehicle. *As required under FAR 52.214-21, Descriptive Literature, submit descriptive literature and technical data for items bid. SCOPE OF WORK AND GENERAL EQUIPMENT REQUIREMENTS The Contractor shall provide: Ardco Model K 4x4 Off-The-Road Diesel Water Buggy vehicle OR EQUIVALENT (FAR 52.211-6 Brand Name or Equal) system with the following minimum requirements: 4 wheel drive, 12,000 pound max payload, 32 gal fuel tank, heavy duty tubular steel frame and extra heavy duty trunnion, heavy duty aluminum straight hood, steel dash, and tapered cowling with front brush guard. CAB: open type with certified roll over protective structure, seat, seat belts, and all operations controls. AXLES: John Deere 1200 series "Teammate" 55,000 capacity heavy duty inboard planetaries, rigid mounted to frame. Detroit Automotive "No Spin" in front axle. BRAKES: John Deere heavy duty, fully enclosed inboard wet disc brakes, pressure applied. EMERGENCY BRAKE: Disc parking brake mounted in front of lower end of transfer case, hand operated from the driver's position. STEERING: Hydraulic double 3" cylinder articulated center pivot steering with plus or minus 37 degrees. TRANSFER CASE: Rockwell- Model T-226 Transfer case, special designed for 4 wheel drive with front axle disconnect. GEAR TRAIN: Eaton Fuller FS-4205-A, five speed forward, one reverse, synchromesh gears and 13" (33.02cm) heavy duty clutch. Drive Shaft to be 3" (7.62 cm) OD Steel tubing with mechanics 6C universal joints, 420ft/lbs torque maximum. OSCILLATION: plus or minus 20 degrees between front and rear frame. ENGINE: Cummins Model QSB 4.5 Tier3 diesel rated at 160 BHP @ 2500 RPM. ELECTRICAL SYSTEM: 12 volt with heavy duty battery, alternator with built in regulator and electric starter. INSTRUMENTS: Ammeter, water temperature gauge, oil pressure gauge and key ignition. Electric tachometer and hour meter. TIRES & WHEELS: Set of (4), 23.1 x 26, ten ply "Rice & Cane" R-20 tractor tires and steel wheels. WATER TANK: ARDCO heavy duty 300 gallon (pump loading) water tank with hydraulically driven pump, ball valve, hose rack and top rack. ACCESSORIES: Donaldson Cyclopac dry tape air cleaner. Donaldson PB Series pre-cleaner, belly pan protection, Raycor fuel separator, back up alarm, fire extinguisher and pull eye at front frame: WINCH: front mount Ramsey 700 series, (15000 lbs) 100' of 5/8" cable, hook, tail chain, roller assembly; complete winch installation with control valve Any mentioning of "Brand Names" above is strictly to provide for comparison. This solicitation incorporates FAR Clause 52.211-6 Brand Name or Equal. DELIVERY POINT, (FOB): The place of delivery and acceptance and FOB point shall be Aransas/Matagorda National Wildlife Refuge Complex, FM 2040, Austwell, Aransas/Calhoun Counties, Texas 77950. Delivery shall be made no later than December 31, 2007. PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The applicability of FAR 52,212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; 2) Equipment and technical acceptability to the specifications listed in this solicitation. 3) Additional discounts and/or rebates. Offerors must supply a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items when responding to this solicitation. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
