Description
NAICS Code: 332311 MODULAR BUILDING FOR USE AS A METROLOGY LABORATORY RFQ-OH-07-00157, for a Modular Building for use as a Metrology Laboratory will be issued on Wednesday August 15, 2007. If a contractor is interested in receiving the RFQ for this EPA requirement they must submit a request via email for RFQ-OH-07-00157 to Scott Fogle at fogle.scott@epa.gov. The RFQ and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 05-18. A firm fixed price purchase order is anticipated to result from the award of this RFQ. The performance period will be six months from the date of award of a firm fixed price purchase order. This requirement is a 100% total small business set-aside. The NAICS code is 332311, size standard 500 employees. The National Vehicle Fuel and Emissions Laboratory (NVFEL) at the U.S. EPA location in Ann Arbor MI is procuring a state of the art Metrology Laboratory for the maintenance of it's primary calibration standards for the calibration of test equipment making measurements in the following disciplines; electrical, frequency, temperature, pressure, flow, mass and length. Design, fabrication, and erection of factory fabricated, pre-engineered, pre-finished, modular components to form complete In-Plant Metrology Laboratory (environmental controlled room) and attached Offices, shall be site erected to form complete functional, ready-to-occupy interior rooms of sizes and configuration as indicated on government drawings or approved shop drawings (attached in the RFQ). The wall system shall consist of modular wall panels, post and wall panel connectors which allow for non-progressive assembly. It shall be possible to interchange or replace panels without removal of adjacent panels. Other components include: Door assemblies, Windows, Stairs and railings. Erected rooms shall be self-supporting and not require auxiliary structural supports, bracing, or framing other than the existing concrete slab. Erected rooms shall withstand design loads as required and shall not require modification of the existing concrete slab. The modular building shall be erected on site (EPA location in Ann Arbor, MI) with minimum labor, equipment, and time. Components shall be factory finished to the maximum extent possible, such that field painting is not required. The completed rooms shall be sealed to support an FM-200 fire suppression system and sealed to maintain positive pressure in the Metrology Laboratory. The design, selections, and installation of material used in the Metrology Laboratory shall support the EPA's installation of an HVAC system that will meet Fed-Std-209 Class 100,000 (M6.5) clean room conditions and is sealed to be maintained at a positive pressure of 0.05 in of water to 0.2 in of water, with a rate of change less than < 0.05 in of water per hour *** NOTE: A site visit meeting for all offerors is scheduled for August 21st at 1:00 PM at the EPA location in Ann Arbor, MI. Any offeror wanting to attend this site visit will need to provide Scott Fogle/Contracting Officer at fogle.scott@epa.gov, with the visiting company name and contact information no later than 3:00 PM on August 20th.
