- As part of a U.S. Government inter-agency process, the U.S. Department of Commerce will be providing technical assistance to Iraq to ensure that laws and regulations pertaining directly or indirectly to the Iraqi oil and gas sector are compliant with international trade law, with international trade agreements to which Iraq is, or may become, a party, and with Lex Mercatoria. The Commercial Law Development Program (CLDP), an entity of the Department of Commerce specializing in technical assistance, will manage the program and share expertise with other USG agencies. The present Statement of Work describes the work to be performed by a Contractor in support of CLDP?s activities under the program. Through the present contract, the Contractor will assist CLDP in providing expertise to the U.S. Department of Commerce, to other USG agencies, or to Iraqi authorities to ensure that laws and regulations, whether enacted or in draft form, pertaining directly or indirectly to the oil and gas sector, are compliant with international trade law, with international trade agreements to which Iraq is, or may become a party, and with Lex Mercatoria. In particular, the Contractor may be called upon by CLDP to do the following: 2.1 Review laws and regulations, whether enacted or in draft form, pertaining directly or indirectly to the oil and gas sector, are compliant with international trade law, with international trade agreements to which Iraq is may become a party, and with Lex Mercatoria. 2.2 Identify deficiencies of these laws and regulations. 2.3 Prepare recommendations of changes needed to ensure that these laws and regulations are compliant with international trade law, with international trade agreements to which Iraq is may become a party, and with Lex Mercatoria. 2.4 Meet with USG or GOI (Government of Iraq) officials to present these recommendations, including during seminars, conferences or workshops. 2.5 Provide expert input, when requested, to the U.S. Department of Commerce, to other USG agencies, or to Iraqi authorities as they draft laws and regulations pertaining directly or indirectly to the Iraqi oil and gas sector. The base period of this contract will commence on the date of award and extend to July 31, 2008. And, one twelve (12) month option period that extends to July 31 2009. The Contractor will be requested to work on assignments on an as-needed basis. If an option is exercised, the period of performance shall be extended through the end of that option period. Sources Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the Government based on the factors contained in the solicitation. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued.
