Description
NAICS Code: 334516 The U.S. Environmental Protection Agency National Enforcement Investigations Center (NEIC)intends to make a sole source contract award for a Nicolet NXR 9650 FT-Raman Spectrometer system in accordance with FAR part 6.302-1 to Thermo Electron North America, LLC. The corresponding NAICS code is 334516. The Nicolet NXR 9650 FT-Raman spectrometer is the best device available that meets the needs and requirements of NEIC. Nicolet, now part of Thermo Fisher Scientific, has long produced high quality spectrometers, and the NXR 9650 Raman spectrometer is an excellent instrument incorporating many state of the art features. The NEIC requires a FT-Raman Spectrometer with the following attributes: - All internal reflective surfaces are gold-coated - Diode-pumped solid state 1064nm laser - Laser power must be computer controlled with setting operator-accessible through system software - Laser power up to at least 2W - Integrated, calibrated power meter - Interferometer producing a spectral resolution of 1 cm-1 or better - Spectrometer must have an air bearing for the moving mirror and require no supply of outside air - Detector must be operable at room temperature - Sample mounting must incorporate ease-of-use features including pre-aligned baseplates, large sample compartment to accommodate both large and small samples, NMR tube holder, powder holder, film holder - A 180? reflective configuration - OMNIC instrument software - OMNIC software must be able to operate all aspects of the instrument as well as search libraries to identify unknowns - Software must include and be able to easily search Aldrich Raman Condensed Phase, Thermo Scientifis Standard Collection of Raman Spectra, Pharmaceutical Excipients Raman, Raman Polymer, and Raman Forensics Raman spectra libraries - One year warranty on all hardware including parts, labor and travel - The vendor will install the instrument in the NEIC laboratory in Denver and demonstrate operation during usual NEIC working hours. The Environmental Protection Agency has only one known source, Thermo Electron North America, LLC, for this procurement. If there are any other potential sources, please submit a capability statement to the Contract Specialist, Cara Lynch at lynch.cara@epa.gov no later than COB, August 17, 2007. Any questions or comments regarding this procurement shall be addressed in writing to the Contract Specialist, Cara Lynch by August 13, 2007.
