- The FAA has a requirement for approximately 3 different types of batteries with varying quantities as indicated on Attachment 1 that will support annual replacement of existing C & D batteries utilized in General National Airspace System (GNAS) and terminal facility systems. Typical quantities of flooded cell batteries will be 18 per location. The contractor shall provide batteries with manufacturer date codes no more than 1 month prior to the installation date and shipped to specific locations and by specific delivery dates identified by the FAA. The contractor shall also provide a lift gate and pallet jack to offload batteries at each designated site and shall remain onsite during battery replacement, and shall palletize old batteries and load onto truck for removal. The contractor shall provide recycling certificates for all old batteries that shall be picked up from designated delivery locations. The principal North American Industry Classification System (NAICS) code for this requirement is 335911. The proposed contract is for a base year with option provisions to renew for four additional one-year periods. These batteries are only known to be available from C & D Technologies, Standby Power Division, (C & D), 1400 Union Meeting Road, Blue Bell, PA 19422, the original manufacturer, because they own the proprietary data rights for the manufacturing and engineering specifications. The FAA does not have available complete technical documentation to allow other sources to supply and support the GNAS. This requirement is being processed using limitation of sources to a single source as provided for under the FAA AMS Section 3.2.2.4. This procurement is considered to be single source based upon standardization. If existing C &D batteries are replaced with a different brand of battery, each battery scheduled for replacement will impose additional hidden costs for engineering studies and documentation that are not factored into the purchase price of the different battery. If existing batteries are replaced with a different brand of battery, additional time will be required to accomplish the necessary engineering and coordination prior to deploying replacement batteries. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
