- The National Park Service, Harpers Ferry Center, intends to conduct negotiations on a sole source basis with Pannier Graphics, 345 Oak Road, Gibsonia, Pennsylvania 15044 to provide services for the production of screen printed paper graphic display panels embedded in fiberglass in accordance with FAR 6.302-1. This source is considered to be the only known responsible United States source who can meet agency requirements at a fair and reasonable price. The one known Canadian source is twice the price of the known acceptable United States source. The Government anticipates award of a firm-fixed-price contract for this work on or about September 14, 2007. Description of the Requirements: The Contractor shall provide fiberglass embedments of existing alpha-cellulose screen printed papers for multiple National Park Service locations. These embedments shall consist of one solid panel resulting in a true embedment of the screen printed papers. The Contractor shall not encapsulate screen printed papers. The screen printed papers shall be embedded in a non-yellowing clear R-70 resin, reinforced with high solubility, chopped strand fiberglass mat so that the index of refraction ensures total clarity of all colors. Glass fibers shall not be readily discernible on the panel face. Panels shall have a glass content of no less than 28 percent of the total panel weight. Panels shall be able to withstand temperatures from 65 degrees Fahrenheit to 350 degrees Fahrenheit. Panels shall have a minimum Barcol harness factor of 50, tensile strength of 12,000 psi, compressive strength of 20,000 psi, and flexural strength of 18,000 psi, minimum impact strength must be 6 gt lbs/in notch with a fire resistance of 500 degrees. Faces shall not be permanently defaced by seam, acids aromatics, scratching, inks, or paints. The panels shall be able to be readily wiped clean with paint remover and solvents without affecting the appearance or legibility of finish or graphics. The faces of the panel shall retain legibility and finished appearance when sprayed with a 10 percent solution of hydrochloric, nitric, or sulfuric acid for one half-hour or when scrubbed by a brush or medium hardness using common commercial cleaning compounds such as ammonia, laundry soaps, detergents, carbon tetrachloride, or petroleum based solvents. Panels shall be opaque with a matte finish with a minimum embedment of all graphic elements of .060. Panels shall be router cut, edges shall not be crazed or cracked, and the finishes shall be smooth, clean, and neat.
