Description
1. The solicitation number is DTMA4R07003 is being issued as a Request For Proposal (RFP). 2. This action is set aside to small business under NAICS Code 332999 All Other Miscellaneous Fabricated Metal Product, SIZE STANDARD IS 500 employees, SIC 3499. 3. This is a combined synopsis/solicitaton for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitues the only solicitation; proposals are being requesed and a written solicitation will not be issued. 4. Responses are due by 8/24/07 at 1:00 p.m. P.S.T. by email or fax to the attention of Debra Velmere, Contracting Officer. Please include the RFP number in the correspondence. Offerors are to provide: a. a statement describing their company, b. a statement describing the equipment they propose to provide or descriptive literature, and c. proposed commericial terms and conditions if other then those incorporated herein. 6. PROVISION AND CLAUSES: The solicitation document and incorporated provisions and clauses are thoses in effect through Federal Aquisition FAC 2005-18 Effective 30 June 2007. Provision and clauseds can be found on the web at http://acquisition.gov/far/index.html. 52.212-1. Instruciton to Offerors - Commercial, applies to this acquisiton. There are no addenda to the provision. 52.212-2, Evaluation-Commerical Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, past performance and price. Technical and past performance are more important then price. 52.212-3, Offeror Representations and Certifications-Commercial Items. An offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not compled the annual representations and certifcations electronically at the ORCA website, the offeror shall comlete only paragraph (b) through (j) of this provision. 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there is no addenda to the clauses. 52.212-5 Contract Terms and Conditions Required To IMplement STatues or Executive Orders-Commercial Items, applies to this acquisiton and the following additional clauseds are applicable to this acquistion. 52.222-21 Prohibition of SEgregated Facilities 52.222-26 Equal Opportunity 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration 8. STATEMENT OF WORK: Electrical Cable Reeler The Maritime Administration, Suisun Bay Reserve Fleet requires a portable cable reeler system, preferably commercial-off-the-shelf, whole or in part, suitable for use in a marine environment, to maintain its submarine shore power cable used to provide electrical power to the ships in the National Defense Reserve Fleet, nested in rows in General Anchorage #26, Suisun Bay, Benicia, California. When in use, the reeler unit will be secured to the deck of a 104' long x 31' wide self-propelled crane barge and be used for deploying and retrieving 15kV #2 AWG MP-GC submarine electrical cable (with an OD of 2.375") between the shore facility and the rows of ships. When not in use, the reeler will be removed from deck and stored ashore. The reeler must be compatible with other manufacturer-supplied reels (wood and steel) that the customer already has in its possession and will acquire with new cable purchases in the future. The customer currently possesses the following size reels: " 98" diameter x 67" wide (wood) " 96" diameter x 66" wide (steel) " 94" diameter x 80" wide (wood) " 80" diameter x 52" wide (wood) " 72" diameter x 40" wide (wood) 1. Provide one (1) cable reel conforming to the desired characteristics below: " Steel construction " Diameter: between 84" and 96" " Width: between 84" and 96" " Drum diameter: between 60" and 72" (not to exceed the cable manufacture's recommended bend radius of the cable) " Reel capacity: 3,500 feet of 15kV - #2 AWG MP-GC - 2.375" diameter, with Adalet PM415AL couplers installed on both ends. " Accommodation for installed cable couplers, by either an integral pocket in the drum, or a separator with pass-through slot dividing the cable drum width into two sections, one for the coupler and a couple of wraps of cable; the other for the bulk of the cable. " Removable spindle and drive assembly for use with other reel types and sizes. " Crane lift-able while fully loaded. Reels shall be painted and/or otherwise coated to prevent corrosion and deterioration in a marine environment. 2. Provide one (1) portable cable reeler/stand conforming to the desired characteristics below: " Steel Construction " Maximum reel capacity 98" diameter x 96" width. " Lifting lugs/tie downs at all 4 corners, capable of lifting or securing the unit with a full reel installed. " Forklift pockets. " Automatic Level Wind: variable/user adjustable for different size reels. " Engine: Diesel, 12 VDC electric start. " Hydraulic pump, motor and reservoir. " Containment with 4" lip under engine and hydraulics to catch drips and spills. " Electrical: 12VDC " Hydraulic control: variable speed, reversible, on-board controls, and including an additional hand-held remote control on a 30 foot pigtail. " Built-in safeguards to prevent exceeding the manufacturer's recommended pull limit of the cable. " Total Payload: approximately 25,000 lbs. " Crane lift-able while fully loaded. The unit shall be painted and/or otherwise coated to prevent corrosion and deterioration in a marine environment. Any moving parts shall be suitably protected to provide for personnel working safely around the unit when it is in use. Provide two (2) sets of operating procedures, owner's manual, including any related blueprints, control schematics, etc., and preventative maintenance procedures. 3. Provide one (1) 4-pendant lifting bridle suitably rated for the total weight of reeler and payload. The supplier is to include in his pricing as a separate line item, shipping from point of origin to the customer: US Department of Transportation Maritime Administration Suisun Bay Reserve Fleet 2595 Lake Herman Road Benicia, CA 94510 For shipping purposes, the supplier must know that delivery must be made to the end of the Reserve Fleet facility pier, where there is an approximate 12 degree inclined ramp leading from the parking lot to the pier deck. A "low-boy" trailer cannot negotiate the ramp-to-pier deck transition without high-centering. Therefore, a low profile trailer with moveable rear wheels must be used for this delivery.
