- (i) This is a combined synopsis/solicitation for the commercial item acquisition of rip rap and rock to be delivered to Missouri Valley, Iowa. This synopsis/solicitation is prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. (ii) Solicitation Number 301817Q372 is being issued in a Request for Quotations (RFQ) format. (iii) This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. (iv) The procurement is 100% set aside for small business concerns under FAR 19.502-2 only on condition that at least one responsible small business submits a responsive quote with a grand total price of less than the Simplified Acquisition Threshold. For informational purposes the North American Industrial Classification System (NAICS) code is 212319, Other Crushed and Broken Stone Mining and Quarrying, with a corresponding small business size standard of 500 employees. All offerors must identify their business size in order in their offer to be considered responsive to this solicitation. (v) The bidding schedule for this RFQ is as follows. Line Item 0001: 4,000 tons of Type C rip rap. Item 0002: 400 tons of ?" crusher run rock. Item 0003: 250 tons of 1?" crusher run rock. Item 0004: 250 tons of 1" screened rock. (vi) Material delivered must be durable and of a suitable quality to ensure performance in the application and climate in which it is to be used and must be free from cracks, seams, and other defects that would tend to unduly increase deterioration from natural causes. The inclusion of objectionable quantities of dirt, sand, clay, and rock fines will not be permitted. (vii) Deliver F.O.B. destination to the South Gate of U.S. Fish and Wildlife Services (USFWS) Desoto National Wildlife Refuge, 1434 316th Lane, Missouri Valley, Iowa 51555. Deliver with straight trucks and pups if needed. Side dump trucks cannot be allowed due their weight and the potential damage to Refuge roads. The Refuge staff will assist with the delivery and stock piling of the material. The riprap and rock is to be delivered within 30 days after receipt of a signed contract as coordinated with the USFWS DeSoto National Wildlife Refuge (NWR) Manager, Mr. Larry Klimek. (vii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition (FAR provisions and clauses are available for review at http://www.arnet.gov/far). (ix) Quotes will be evaluated and award will be made to the lowest responsive, responsible offeror submitting a fair and reasonable price and meeting the terms of this solicitation. (x) Each offeror is required to complete, and include with its quotation FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items available for down loading at the above listed web site. Failure to submit this provision, properly completed, may result in a non-responsive quotation. (xi) The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items pertains as applicable to this acquisition. The following FAR clauses cited in the clause are applicable to this solicitation: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-36. (xiii) Contract Clause 52.211-16, Variation in Quantity, is incorporated into this solicitation. The permissible variation is a 15% increase/15% decrease and is applicable to all line items. It is the desire of the DeSoto NWR that material not be sourced from the Loess Hills Landform of Western Iowa due to environmental concerns as this is an ecologically sensitive area. Commercial quarries are operating in the Loess Hills area and material from these quarries will not be rejected. Additionally, this preference is not a condition of award, firms will not be required to list the source of material, and no evaluation factor will be used. (xiv) Defense Priorities and Allocations System: N/A. (xv) Numbered Notes: N/A. (xvi) Information Regarding Solicitation: Quotes are due by 4:30 PM CDT on September 11, 2007.
