- NASA/DFRC plans to issue a Request for Proposal (RFP) for the following Commercial item/services: NASA/DFRC has a requirement for the renovation of the Building Automation System of Building 703, Los Angeles World Airports Site 9 in Palmdale, CA 93550. The order of magnitude for the procurement is $500,000 to $1,000,000 and the effort shall be completed within 80 calendar days after notice to proceed. The renovation consists of the following: ? A stand-alone building utility infrastructure, to deliver Chilled Water (CHW) and Hot Water (HW) to the building HVAC equipment. ? Motor replacements and new Variable Frequency Drives (VFD?s) for the existing Air Handling Units (AHU?s). ? New digital controls for 2nd and 3rd floor office spaces, along with duct cleaning. ? New HVAC units to provide conditioned air to the mezzanine areas. ? HVAC controls for all new and existing HVAC equipment, utilizing the Siemens Apogee Building Automation System (BAS). ? Metering equipment for Electricity, Water and Natural Gas usage. NASA/DFRC intends to purchase the items from Siemens Building Technologies, Inc of Cypress, CA 90630. Siemens Building Technologies systems are single source products made up of software, firmware, and hardware that are licensed proprietary products. HVAC controls for all new HVAC equipment will utilize the Siemens Apogee Building Automation System (BAS) compatible with systems already in place, and will communicate via a high speed network connection with DFRC. Siemens Building Technologies, Inc. has developed test equipment and test maintenance procedures unique to Siemens control systems. There are no other known contracting firms that can provide technical support service for this system. Changing to a new contractor would require replacing the existing system or trying to develop interfaces with current system using nonproprietary components, and retraining maintenance and operations personnel. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on ___8/31/2007_____. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B". The anticipated release date of RFP NND07AC52D is on or about 8/30/2007 with an anticipated proposal due date of on or about 09/14/2007.
