- NAICS Code: 334516 Under authority granted in FAR 13.501, the US Environmental Protection Agency's National Health and Environmental Effects Research Laboratory (NHEERL) intends to seek a quotation on a SOLE SOURCE BASIS from Nikon Instruments, Inc. for a spectral confocal imaging multi-user core system for fixed and live cells. The NHEERL's main campus imaging core facility requires a confocal imaging system with capabilities for rapid, high sensitivity, high resolution spectral imaging of fluorescence in live cells and fixed tissues. These capabilities are essential for NHEERL's investigations of molecular and biochemical changes induced by environmental stimuli in living cells and fixed tissues samples. Requirements for this system include the capacity for multiple spectral resolutions over a 300 nm acquisition range and a spectral acquisition time of 2 seconds per 512 x 512 32-channel frame, essential to producing images of optimal clarity to capture short-lived intracellular events associated with the effects of environmental agents in living cells. Additional requirements include compatibility with NIST traceable standards for compliance with Agency quality control and assurance standards. Only the Nikon system has a separate fiber-optically-coupled detection unit, a design feature that allows for the sensitivity necessary to meet the above requirements. In addition, investigators at NHEERL's main campus facility have collaborative research with scientists from NHEERL's Human Studies Division who currently use a Nikon confocal system at their facility. These ongoing collaborations require compatibility of NHEERL's main campus confocal imaging system with that of the Human Studies Division's confocal microscope. Only the Nikon Instruments Spectral Confocal Imaging System Multi-User Core System for Fixed and Live Cells meets all of the above requirements. Nikon Instruments, Inc is the only known source able to satisfy the Government's requirement because it manufactures the only instrument that meets the government's needs for this system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by September 5, 2006 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
