- NASA/GSFC has a requirement for a Central Control System including the installation. The specifications may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= and are listed below: Electroplating Facility Requirements for Waste Treatment System ? Design a system that will automatically shut-down and alert plating personnel of a malfunction (e.g., pH out of range 6.5 ? 8.5, overflow) this should include: (12) digital inputs, (8) digital outputs and (6) analog inputs ? A thermal disk unit that will show pH, time and amount of discharge. This will be monitored by Ethernet connections to Plating Personnel?s computers. ? Independent dual pH redundant probe set-up (fail safe). If one probe stops working the other will automatically take over. Plating personnel will be notified via the Ethernet. This will supersede any software that is running so that Plating Group will be notified in case of an emergency. There must also be audible and visual alarms in the case that personnel are not in office areas. ? Flow meter that will record the amount of water being used throughout the day, with an Ethernet connection so that it can be monitored. ? Liquid level controllers on each plating bath (43) that will prevent an overflow. These will also be connected through the Ethernet so that they can be monitored showing exactly what tank, and have audible and visual alarms and (6) solenoid valves, conductivity monitor with (2) sensors. ? Trench alarms (5) that will monitor the amount of water in the trenches. This will be monitored by Ethernet connection so that Plating Personnel can monitor these. There will also be audible and visual alarms for this. ? An exchange service agreement requiring the pick up of exhausted cylinders and bottles within 24 hours after calling company. ? A remote I/O system that includes (16) digital inputs, (8) digital outputs and Ethernet communications. This system will monitor plating tanks in each line and provide emergency water shut-off. ? Computer monitoring of pH probes, pH sensor failure, pH alarm set points (high or low)that will prevent system operation, flow monitoring and liquid level monitoring with automatic and feed water shutout. ? Service and training on system and all components. This procurement is being conducted under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The evaluation factors listed in this solicitation do not necessarily indicate their order of importance and subfactors, if any, may not be indicated. A competitive range determination may not be made. Award without discussions may be made. Negotiations may be held with one or more offerors but not necessarily with all offerors in the competitive range if one is established. Comparative evaluations of offers may be made. Offers will be evaluated inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Award will be based upon an assessment of price and other factors. The award document may be a purchase order or a contract at the discretion of the Contracting Officer. Notifications to unsuccessful offerors shall be given only if requested. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than August 31, 2007. (Prospective quoters shall notify this office of their intent to submit a quotation). It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
