- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-046-4384-07 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-18. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 541710. For a company to qualify as a small business, the small business size standard is 500 employees. The USDA, Agricultural Research Service in Tifton, Georgia has a requirement for the synthesis of 70-mer Oligonucleotide probes for microarray experiments. Approximately 10,000 70-mer oligonucleotide sequences will be provided from peanut expressed sequence tags (EST). Quality of oligo probes must be verified by one or more of the following techniques: MALDI-TOF mass spectrometry, Electrospray Ionization Mass Spectrometry, and Capillary Electrophoresis. Final yields are determined using UV absorbance at OD260; and provided as salt-free, concentration normalized to 50 mM in 100 mL in plate format and lyophilized in 96-well plate format. Delivery must be two weeks from receipt of oligo order shipping at room temperature. Quoted price should include delivery costs. Offeror shall include references of three government agencies or firms for which similar services have been provided. All responses will be evaluated to determine the ability to meet the above capabilities. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 and 52.225.13. Also applicable is 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, September 5, 2007.
