- This Amendment is issued to provide the following Questions and Answers to the RFP Number: PR105420 / AG-3151-S-07-0035, entitled "Follow-up Technical Assistance on Existing Conservation Plans". QUESTIONS AND RESPONSES To Solicitation No. AG 3151-S-07-0035 Follow-Up Technical Assistance to 390 Conservation Plans 1.) Can you provide an average acreage of each of the CRP contracts? USDA RESPONSE: Information requested is not available. 2.) It appears there are multiple pieces to the scope of work as indicated in Section C.3., of the RFP. Is it acceptable to provide a firm-fixed price per each element of the scope of work? It will be very difficult to roll all the scope of work elements into one price because it appears that some of the elements will not be required on all CRP contracts, for example, elements C.3.2 and C.3.4 may only be required on a subset of the CRP contracts. If we have to roll all the costs into one fixed price, then we need some idea of the percentage of the CRP contracts that will require these ?occasional? items. USDA RESPONSE: CEPD designed the SOW to require a one flat fee per contract regardless of the type follow up Technical Assistance work, per year. CEPD has no data to support a task by task form of pricing. We are basing our per contract rate on what NRCS has charged for similar work in the past. We realize as is customary in a ?Fixed Price contract? arrangement, that FSA may take a hit on the price of those contracts that require little Technical Assistance work, however, the contractor may take a bit of hit with some contracts that may require a bit more work than another. We in CEPD feel it will balance itself out and while in this contract we can work on a task by task comparison. However, until then we only have the basis and data to support a set price per contract per year. 3.) Do you want the firm-fixed price to include only labor or labor and travel expenses? Because the contractor has to visit every site, travel will be required. Paragraph C.7 of the RFP states that all travel must be approved in writing, in advance, by the COTR. USDA RESPONSE: The contract price from the contractor should include an estimated cost of travel to and from possible sites. Travel to sites will be paid at actual cost in accordance with Federal Travel Regulations. Contractor must submit documentation to support all travel costs. Any travel to the national office in Washington, DC must receive prior approval by the COTR. 4.) Do you want us to provide a labor rate schedule to determine potential labor costs for scope of work items such as C.3.2 that only occur on an occasional basis? USDA RESPONSE: Answered in response provided for #2.
