- This is a solicitation for animal caretaker services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 20031162 and this solicitation is issued as a request for proposal. The Closing Date and Time for this solicitation is September 10, 2007 at 3:00 PM EST Time. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This requirement is solicited as a Small Business Set-aside. The NAICS code is 115210 with a size standard of $6.5 million. The description of the requirements is located in the Statement of Work. Services performed are for: Customs and Border Protection; Nogales, Arizona Border Patrol Station; Horse Patrol Unit; 1500 W. La Quinta, Nogales, AZ 85621.This solicitation notice for animal caretaking services is for approximately twenty-two (22) horses on a daily basis. The number of horses may increase or decrease according to the mission requirements. See Statement of Work for details. The anticipated contract will be for a base period from the date of award (anticipated date October 1, 2007) until close of fiscal year at 09/30/2008 plus three option years. Evaluation of Options 52.217-5 and 52.217-9 Option to Extend the Term of the Contract applies. All quotes for this solicitation must quote a price for the base period and the three option years, subject to FAR 52.232-19 Availability of Funds for the Next Fiscal Year. Availability of Funds for the Next Fiscal Year(Apr 1984) . Provisions at 52.212-1 Instructions to Offerors-Commercial and 52.212-2 Evaluation-Commercial Items (Jan 1999) as amended. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors along with the price shall be used to evaluate offers: 1) Quality of Service 2) Timeliness of Performance 3) Business Relations. Each proposal will be evaluated independently. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items should be submitted with the Contractor's responses/quotes. Clause 52.212-4 Contract Terms and conditions-Commercial Items and clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this solicitation. This contract is for a base year starting upon contract award until September 30, 2008 and 3 Option Year periods as follows: Base Year: Contract Award Date through September 30, 2008 Option Year I: Oct 1, 2008 through Sep. 30, 2009 Option Year II: Oct 1, 2009 through Sept 30, 2010 Option Year III: Oct 1, 2010 through September 30, 2011 The contract awardee will perform horse feeding & mucking services according to below Statement of Work for Nogales, Az Border Patrol Station. STATEMENT OF WORK: CARETAKING OF HORSES FOR THE NOGALES BORDER PATROL STATION Location: Nogales Border Patrol Station 1500 W. La Quinta Nogales, AZ 85621 The Contractor shall provide all labor, supervision, equipment (except as noted), supplies, training and transportation to provide horse boarding and caretaking, as requested by the COTR or Supervisory Border Patrol Agent for twenty-two (22) horses owned by the United States Border Patrol. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. CARETAKING: 1) CARE OF HORSES a) Contractor will feed horses twice daily. b) Contractor will feed horses in accordance with the directions of the Supervisory Border Patrol Agent c) Contractor will treat and/or clean minor abrasions and/or galls as needed. d) Contractor will administer minor medications, as well as maintenance. medications (i.e. Fly Spray) as directed by the Supervisory Border Patrol Agent. e) Contractor will see to the general care and condition of horses. This will include but is not limited to the following duties: i) Pick hooves daily ii) Brush horses daily iii) Wash horses as instructed and as weather permits iv) Place horses in exercise area. 2) MAINTENANCE a) Contractor will clean and maintain the corral area and stalls daily. i) Manure will be removed from the stalls daily. ii) Feed bins will be cleaned daily. iii) Water troughs will be checked daily and cleaned as needed. iv) Trash will be removed from the corral area and stalls daily. b) Contractor will clean Horse Trailers i) Manure will be removed daily ii) Rubber mats will be removed and cleaned once a month. iii) Boards will be cleaned and inspected for damage once a month. c) Contractor is responsible for disposal of manure. d) Contractor will perform tack maintenance to insure that all equipment is clean and serviceable. e) Contractor will maintain general common area of facility as well as feed area to an acceptable standard and to provide a safe and clean environment for the horses. f) Contractor will be responsible for any changes and/or upgrades to the facility (ie. Adding sand to the pens, moving pens, etc.) 3) REPORTS a) Contractor will maintain a log for each horse. i) Contractor will log any medication given to the horse ii) Contractor will log any behavioral problems of the horse iii) Contractor will log all prescribed services and activities iv) Contractor will immediately report any abnormalities to the Supervisory Border Patrol Agent. b) Contractor will maintain a daily maintenance log for the facility to include work performed and any problem encountered. CONTRACTOR PERSONNEL: During all operations on Government premises, the Contractor?s personnel shall comply with the rules and regulations governing the conduct of personnel and the operation of the facility. The contractor shall not enter any area to which access is restricted, unless specifically authorized in writing by the COTR. Contractor will provide a contact number for emergencies. LICENSING REQUIREMENTS: The contractor shall meet all applicable state and local regulations.
