Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Joint Communications Support Element, Bldg 861, 8532 Marina Bay Drive, MacDill AFB, FL, 33621-5101, requires twenty-three (23) DRS Technologies model 1500TR-III-359 UPS systems. The 6th Contracting Squadron intends to make an award to DRS Technologies, 4230 Lafayette Center Drive, Chantilly, Virginia 20151. DRS Technologies is the manufacturer and sole proprietor of the 1500TR-III-359 system. Interested parties may e-mail Joyce Wright at joyce.wright@macdill.af.mil or fax 813-828-5111, no later than Monday, 3 Sep 07, 4:00 p.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Monday, 3 Sep 07, 4:00 p.m. EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) DRS Universal Power Systems is the only company that produces the 1500TR-III-359. The 1500TR-III-359 On-line UPS has characteristics and electrical specifications that MUST be met in order to fully safeguard and maintain continual classified uninterrupted operations of deployed mobile communication systems. The DRS Universal Power Systems model 1500TR-III-359 is a modified UPS system specifically designed to support the Joint Communications Support Element (JCSE) deployed mobile communications commitment. The -359 option adds a "Stand Alone Faceplate which allows the UPS to be used in a stand alone (out of rack) application. From a previous purchase of the same item, we found that DRS Universal Power Systems model 1500TR-III-359 is the only system on the market that meets all electrical specifications and can handle 200 percent output rating for 8 seconds with a rear connection for additional battery packs. The electrical specifications are: - 1500VA/1050W Global UPS - Automatic Input Voltage sensing: any source of input voltage between 92 to 254 Volts AC - world wide input voltage selection - Built-in input isolation transformer - user-selectable output voltage 100/110/115/120/127 VAC - Auto input frequency Selection 40-70 Hz - User selectable output frequency 50-60 Hz - 120VAC output voltage +_ 3% - No more than 5% THD full non-linear load - Auxiliary output receptacle NEMA 5-15R - Removable battery storage - Automatic bypass capability for servicing batteries - Rear connection for additional battery packs - Front Panel Indicator for battery conditions/status - 7 min. battery reserve - NEMA 5-15P input power cable - Four NEMA 5-15R output receptacles - Handles 200% of output rating for 8 seconds. - Meets MIL-STD-167-1 The mobile communication system does not allow for an alternate back up power source. If any other electrical configurations are used with the mobile communication system it would create fluctuation/variation in power voltage. A fluctuation/variation in power voltage would within seconds damage over $9,000,000.00 worth of deployed mobile communication equipment and leave JCSE unable to provide uninterrupted communications to the Combatant Commands (COCOMs) and war fighters, which would be catastrophic.
