- Description
- NAVAIR NAWCAD Lakehurst intends to enter into a sole source Basic Ordering Agreement (BOA) with the Bell-Boeing JPO (BBJPO) for the procurement of the design, development, testing, and manufacture of Peculiar Support Equipment (PSE) and associated supportability data to support the maintenance of the V-22 aircraft. This BOA is for the acquisition of development, production, site standup, related data, and sustainment of Reconfigurable Transportable CASS (RTCASS) Operational Test Program Sets (OTPSs) to support the Units Under Test (UUTs) on the MV-22 and CV-22 aircraft. In addition a requirement exists to sustain existing OTPSs due to obsolesce issues, aircraft design changes, and more, which result in Engineering Change Proposals (ECPs) pertaining to the UUTs they test, the future delivery of RTCASS, and new fleet requirements. These OTPSs will be in support of V-22 UUTs for Intermediate UUTs (Weapons Repairable Assemblies (WRAs)),Organizational level UUTs, and Depot UUTs (Shop Replaceable Assemblies (SRAs)). The BOA will cover a period of five years. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components (UUTs) or the RTCASS OTPSs that are necessary to design, develop, and manufacture the PSE. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
