Request for Information Department of Homeland Security Immigration and Customs Enforcement (DHS/ICE) Full Service Case Management with Electronic Monitoring Devices SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. It is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, DHS/ICE is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at responder expense. Not responding to this notice does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of potential offerors to monitor these sites for additional information. The Department of Homeland Security, Immigration and Customs Enforcement, Detention and Removal Operations, Alternatives to Detention Unit issues this Request for Information regarding full service case management, including electronic monitoring device installation and management, for supervision of non-United States citizens released from ICE custody into the community, who reside within a managed service area. The goal of this RFI is to identify companies with readily available assets that can develop and operate a case management program that incorporates electronic monitoring technology, supervision services, and day reporting centers specific to the needs of DRO. Contractors as well as Government personnel will review the responses to the RFI, unless the Responder specifically states that only the Government may view the submission. Responders are advised that their submissions will receive greater consideration if the entire Government and Contractor team can assess its potential. Background DHS/ICE/DRO is the primary agency responsible for managing the administrative process to determine if non-US citizens may enter or remain in the United States, commonly known as removal proceedings. ICE/DRO currently has more than 30,000 aliens in custody each day. The majority of bed space is currently used for mandatory detention cases and the need to manage the remaining bed space is high. The Alternatives to Detention Unit within ICE/DRO supervises aliens who are not detained in DHS custody. Congress has specifically earmarked funding for ATD programs as one way of addressing the multitude of issues associated with illegal immigration and detention space issues. To improve ATD functions, the ATD unit must implement contractor case management tasks to focus on home and office visits, electronic monitoring programs, and the acquisition of travel documents for departure from the United States. The DHS/ICE/DRO Alternatives to Detention Unit is currently exploring new case management services and supervision technologies that can encompass DRO requirements, yet remain flexible in the selection and frequency of those services. Services shall include monitoring and reporting program compliance, including positive and negative program termination, absconder rates, appearance at immigration hearings, and length of time in program modules and provide a cost effective solution versus secure detention to provide progressive supervision for aliens who are released from ICE custody to the community. The supervision technologies are to include, but are not limited to, non-removable bracelets using radio frequency (RF) or GPS (active and passive) that operate either over landline or cellular technology, and multi-lingual telephonic reporting. Requirements Responses should address the following information about serviced case management as appropriate: a. Provide a full range of services through locally established offices located in proximity to the 24 DHS Field Offices (see Attachment 1), with future ability to expand services to all sub-offices: i. Case management ii. Supervision iii. Electronic Monitoring iv. Coordination with ICE/DRO Officers in obtaining travel documents b. Provide latest generation electronic monitoring equipment as follows: i. Non-removable radio frequency (RF) or GPS bracelet for wrist or ankle operating on landline or cellular mode ii. Telephonic reporting through voice recognition iii. Industry innovations in participant personal reporting, tracking and residence presence/absence verification iv. See Attachment 2 for detailed EM equipment specifications c. Provide a 24/7 monitoring center capable of nationwide event tracking, automated event notification and staff available by telephone/fax 24 hours a day. d. Provide information on services taking into account the following ICE/DRO requirements: i. Routine face to face reporting at contractor-provided facility is necessary to reduce burden on ICE/DRO Field Offices nationwide ii. Contractor-performed residence verification and unannounced home visits are a core requirement for ICE/DRO iii. Electronic monitoring of participants may be used by ICE/DRO to increase compliance throughout the removal process. Electronic monitoring may be needed for hundreds to thousands of participants nationwide at any given time to support the overall ICE law enforcement mission iv. Contractors performing such close supervision of participants will provide a much needed resource for ICE/DRO?s efforts to obtain participant travel documents e. Respond with information on the following ICE/DRO requirements for Supervision Specialists and Office staff: i. Provide information of office staff that can process a participant?s intake, routine supervision documentation and termination from the program ii. Provide information on Supervision Specialists who will approve supervision plans, complete program orientation, conduct in-person office visits, residence verification, and unannounced home visits. In addition, Supervision Specialists will be the primary person responsible for supervising participants in the program iii. Provide information on Office Manager who will be responsible for all Supervision Specialist activities, office efforts in supervising participants, communicating with the ICE/DRO staff/management and the office?s resulting levels of compliance with the program and the ICE/DRO removal process iv. Documentation of industry-standard qualifications for these positions and any other positions offered in response to this RFI must be provided f. Provide information that addresses the following ICE/DRO requirements on supervision capacity: i. ICE/DRO may have a need to intake 5,000-10,000 participates immediately upon commencement of this program ii. Participants will be supervised as directed by ICE/DRO on any or all electronic monitoring available under the program at any time iii. ICE/DRO will generate any task order for this program with a ?no minimum/no maximum? clause. However, when responding to this RFI, information must be provided on the maximum available amount of electronic monitoring equipment, contractor-owned office and staff resources available to be dedicated to this program. ICE/DRO has a goal of supervising ten percent of non-detained aliens. The current number of non-detained aliens in these proceedings is approximately 1.65 million g. Provide information on contractor-owned case management system (s) that are accessed by Internet portals. These case management systems must include: i. Participant information ii. Supervision events and history iii. Data/reporting functions iv. Information on complying with DHS security requirements. v. See Attachment 3 h. Provide information on communicating with law enforcement agencies during successful performance of supervision service(s). i. Provide general pricing estimates, taking into account the following ICE/DRO requirements: i. Supervision services startup - resources, assets, insurance, training ICE/DRO and contractor staff in services and systems ii. Pricing matrix for range of services, on a per participant daily basis iii. Use of subcontractors to perform supervision services iv. Supervision staff positions recognized by the US Department of Labor and their associated hourly/yearly rates v. Staff training costs vi. Fringe benefits (______% of labor costs) vii. Overhead (_____% of labor and fringe benefits) viii. Direct material costs ? purchased parts and supplies, sub-contracts, other material ix. Other direct costs ? travel, consultants, other x. General and administrative expenses (_____%) X total direct cost xi. Other expenses determined to be necessary for performing supervision services Submission Responses to this RFI must include: (1) A cover page with company name and address, with business and technical contact information to include e-mail, fax, telephone, and web page (if applicable); (2) Identification of any existing federal, state, or local contracts for supervision services, electronic monitoring or technologies, including agency, agency point of contact, and contract/purchase order number; (3) An explanation of how the information provided in response to Requirement sections a-i meets the technical requirements listed in the document. All responses (one response per company) are to be provided on company letterhead in 12-point font size and limited to 15 pages. All data received in response to this RFI will be reviewed by a team of government and consultant subject matter experts as part of an analysis of electronic monitoring devices. Data marked or designated as business confidential or proprietary will be fully protected from release outside the government. All responses must be submitted via the web portal at www.fedbizopps.gov in Adobe PDF format. Questions regarding this RFI must be sent via email to Patryk.Drozd@dhs.gov, copy to Billi.Woodard@dhs.gov. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement will be requested, which must be provided within three days after notification.
