Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice Text: Department of the Army National Guard Bureau USPFO for Indiana, this is a combined synopsis/sol8icitation for commercial items prepared in accordance with the format in Subp art 12.6 of the Federal Acquisition Regulation (FAR) , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Sol icitation W912L9-07-T-0042 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This requirement is being advertised as a 100% small business set-aside; the North American Industry Classification System (NAICS) Code is 532412 with a Small Business Size Standard of one $6.5M. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses ar e applicable to this acquisition; FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to im plement Statutes or Executive Orders Commercial Items (Jun 2006)(Deviation), FAR 52.225-1 Buy America Act Supplies, DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commer cial Items (JUL 2006)(Deviation), and 52.211-6, Brand Name or Equal. Quotes are due in this office no later than 10 September 2007, close of business 4:00 p.m. local eastern standard time. Clin. 0001 Rental of one (1) D5 Bulldozer for one year, 90 HP; 0002 Rental of two (2) 140H Motor Graders 135 HP 14ft Blade. This equipment will be d elivered and used at Camp Atterbury, Edinburg, IN 46124-5000. Specifications: Contractor shall provide equipment without defects; Contractor shall provide equipment without maximum hour requirements; Contractor shall provide equipment with all safety equ ipment in place, (roll cage and top, seat belt); Contractor shall provide all required services on site or a replacement in kind will be delivered. Contractor shall provide a maximum of 24 hr response time when the government calls with a problem and or s ervices issues. Contractor shall provide a listing of scheduled maintenance, (oil changes). Contractor shall delivery and pick-up equipment at start and end of contract. Contractor and Government will inspect equipment upon delivery. Government shall co ordinate all scheduled maintenance. Government shall perform preventative maintenance checks and services. (grease fittings, clean air filter, add oil and grease when needed, change fuel filters). Government shall provide fuel for all equipment. Governme nt will clean and fuel equipment prior to end of contract. Government shall be responsible for training for federal employees. Government shall license all federal employees to army standards. Government is responsible for any damages due to abuse. Gover nment or Contractor can terminate this contract with a 30 day written notice. Contractor shall replace equipment which is not to operating to government standards. The Government considers the models mentioned as demonstrating the level of quality desired by this solicitation. However, the mentioning of this model shall not be construed as limiting competition for equal products.
