Description
The National Cancer Institute (NCI) Tobacco Control Research Branch (TCRB), Behavioral Research Program, Division of Cancer Control and Population Sciences, plans to procure on a sole-source basis, in accordance with 13.106-1(b)(1), with the University of Minnesota, Office of sponsored Projects Administration, School of Public Health, 200 Oak Street SE, Suite 450, Minneapolis, MN 55455; services for scientific program planning for the 2009 World Conference on Tobacco Or Health. The University of Minnesota, School of Public Health shall organize the scientific sessions at the 2009 World Conference on Tobacco or Health (WCTOH). They shall provide the following tasks: 1) Identify appropriate Conference committees: recruit and appoint chairs and co-chairs, and identify and recruit committee members; 2) finalize the Conference website; 3) Finalize key scientific themes of the Conference; 4) Identify and invite keynote speakers; 5) Prepare and disseminate Conference ?Call for Abstracts.? Evaluate and select from abstracts received which are to be accepted. Organize selected abstracts into scientific tracks; 6) Identify and implement process for selecting recipients of Conference travel scholarships; and 7) Prepare draft conference agenda. Services shall be provided for one year from the date of award. The University of Minnesota (UMN), is uniquely qualified to provide the required WCTOH program planning work. The university engages in tobacco control and prevention research, both in the U.S. and internationally; faculty interests are diverse and range from molecular and laboratory research to applied policy. The University is in the process of establishing a Tobacco Control Research and Policy Center and is committed to creating the strongest tobacco control research program in the world. The University?s School of Public Health, is currently the only academic institution authorized to provide scientific program planning for the WCTOH. UMN has collaborated with the WCTOH?s logistical organizers based in India from the very earliest days of Conference planning, and was a critical component of the successful bid to hold the Conference in Mumbai. Currently, the university and administrators are actively engaged in all aspects of conference planning and logistics, including serving on key Conference committees. The UMN has provided and will continue to provide major in-kind support for faculty and staff to assist with WCTOH planning. Only UMN has the history and depth of involvement with the WCTOH to accomplish the stated goals of this contract. The experience and historical knowledge of UMN, along with the reasons listed above, make them uniquely qualified to further NCI?s mission to reduce tobacco use. Any efforts to identify authority and expertise for the above tasks would pose additional undo costs to the government. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on Septmeber 10, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
