- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-07-145, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-19. The North American Industry Classification (NAICS) Code is 541940 and the business size standard of $6.0 million. However, this solicitation is not set aside for small business. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement to procure, on a sole source basis, the services from the Southwestern Louisiana University (SLU), 4401 W. Admiral Doyle Drive, New Iberia, LA 70560 to study immune responses of HCV-infected chimpanzees. The project is designed to infect four HCV-na?ve chimpanzees with HCV and to study innate and adaptive immune responses prospectively after HCV infection and to test reagents to modulate these responses in vivo in order to induce viral clearance and achieve immune protection. The following procedures are: 1) Technical Procedures: (4 chimpanzees, 36 procedures per chimpanzee) 2) Liver Biopsies: (4 chimpanzees, 36 procedures per chimpanzee) 3) Clinical Pathology: (4 chimpanzees, 36 procedures per chimpanzee) 4) Histology/Necropsy 5) Supplies 6) Technical and Professional Time SLU ? NIRC has already designed and written a research plan with investigators of the Immunology Section, LDB, NIDDK as part of NIH-NCRR grant 2 U42RR015087-06A1, has sent biological samples of six chimpanzees for analysis of immune responses to the Immunology Section and has selected chimpanzees for this study. Two additional chimpanzees are studied under an interagency agreement with NCRR. To attempt to change to another contractor at this time would create the need to re-establish the project, create inconsistencies in the generated data and would delay the process and increase the costs. SLU serves as a national resource of chimpanzees of mixed ages and sex for biomedical research in immunology and vaccinology studies and as model organism for studying human disease, accredited by the Association for Assessment and Accreditation of Animal Laboratory Care (AAALAC) International. It is a well-established facility with an outstanding research reputation, which has received and successfully executed research contracts on immune response and vaccination studies for national and international universities and companies over more than 18 years. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors ? Commercial items; 2) FAR Clause 52.212-2, Evaluation ? Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. 3) FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items; 5) FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included. Quotations will be due fifteen (14) calendar days from the publication date of this synopsis September 11, 2007 at 3:00 p.m. EST. The quotation must reference Solicitation number NIH-NIDDK-07-145.
