Description
1) The slides presented at the Pre-Proposal Conference can be viewed at: http://saicpr.abcc.ncifcrf.gov/pblc_html.php 2) The requirement for providing the percent of each team member's time committed to this team per week is rescinded. 3) QUESTIONS AND RESPONSES 19 THROUGH 61 ARE PROVIDED AS FOLLOWS: 19. QUESTION: Is there clinical space or space where clinical trials are conducted on patients in the project? ANSWER: There is no clinical space planned at this time. 20. QUESTION: Is the Cyclotron for research into beam therapy or is it for Isotope production? If it is the former, please clarify: neutron beam? proton beam? ANSWER: It will support isotope production for use in diagnostic, therapeutic, and imaging studies involving cancer patients and biological interactions. We are not doing beam research. 21. QUESTION: Is there a Vivarium in the project? ANSWER: There is no vivarium planned at this time. 22. QUESTION: how much of the space will be BSL-2? How much BSL-3? ANSWER: Space designations will be determined during the conceptual design phase. 23. QUESTION: What (types of) products will be produced in the production area? ANSWER: The production area will be used to produce novel biopharmaceuticals for preclinical (GLP) and early (Phase 0/1) clinical investigations. The nature of the biopharmaceuticals includes infectious viruses (using BL-3 level of control), recombinant proteins expressed from bacterial (e.g., E. coli) and mammalian (adherent and suspension) and DNA plasmids. 24. QUESTION: Who did the initial programming as used for the RFQ? ANSWER: The announcement is based on the current Program of Requirements. 25. QUESTION: Who is supplying the cyclotron? ANSWER: This is to be determined. Since this project is in an early stage of development, responses from firms should identify their capability and capacity to provide all the services identified or mentioned in the announcement. Designation of project scope performance responsibilities will develop as the strengths of the project team contractors are identified. 26. QUESTION: How much of the cyclotron area is being handled by the cyclotron vendor - where is the cutoff? Who is responsible for the transport system? ANSWER: This is to be determined. See number 25 above. 27. QUESTION: How will the radioisotopes be transported from the cyclotron to chemistry and who will be responsible for building the transport system? ANSWER: This is to be determined. See number 25 above. 28. QUESTION: Who will be responsible for providing the DI water cooling for the cyclotron? ANSWER: This is to be determined. See number 25 above. 29. QUESTION: Will the A/E doing the equipment purchasing for all process and building systems? ANSWER: This is to be determined. See number 25 above. 30. QUESTION: Will the A/E have validation involvement or will it be done by a 3rd party? ANSWER: The AE will play a role in the validation process. The extent of that role is to be determined during negotiations with the selected firm. See number 25 above. 31 QUESTION: Will each phase be completed and the corresponding final deliverables be submitted prior to the award of the next phase? Prior to the start of the next phase? ANSWER: Working timelines will be negotiated with the selected firm. 32. QUESTION: Is the development, preparation, assembly and distribution of site-related Subcontract Bid Packages and construction-quality drawings and documents included in the A/E's Scope for the Site Evaluation phase? Conceptual Design phase? Detailed Design phase? ANSWER: Deliverables for the Site Evaluation and Conceptual Design phases will be negotiated with the selected firm. The detailed design phase will include production of construction-quality drawings and documents. 33. QUESTION: Will the equipment procurement activities be initiated in the "Construction Administration Support" phase or completed in this phase? ANSWER: It is anticipated that equipment procurement activities, starting with development of product specifications, will be concurrent with detailed design activities. Other phases of the procurement activities will be dependent on the lead times for delivery of the equipment. 34. QUESTION: Has any of the processing equipment already been pre-purchased or pre-ordered by SAIC? ANSWER: No. 35. QUESTION: Is there any used or re-furbished process or mechanical utility equipment that SAIC intends to re-use for this Facility? ANSWER: Yes. 36. QUESTION: What does SAIC's intended Scope of Work entail in the phrase "Construction Site Visits"? ANSWER: The level of Construction Administration support appropriate for this project will be negotiated with the selected firm. See number 25 above. 37. QUESTION: What does SAIC's intended Scope of Work entail in the phrase "Equipment Procurement Services"? Is the A/E intended to act as Agent for SAIC or to just prepare the Bid and Purchase documentation to SAIC's specifications and protocols, with SAIC handling all bid/no-bid and award activities/services? ANSWER: The AE will not act an Agent for SAIC-F for equipment procurement services. The AE scope may however include actions with third parties. SAIC-F will review and approve procurement actions taken by the AE on their behalf. See number 25 above. 38. QUESTION: In what phase does SAIC intend to secure and integrate a Construction Management entity into the Project? ANSWER: SAIC-F anticipates that a Construction Management entity will become involved as soon as the design is developed to a level that will support a fixed- price agreement. 39. QUESTION: Will each phase be bid with a separate Bid Proposal near the conclusion of the previous phase or are all phases to be bid at the same time at the outset? ANSWER: The initial fixed-price award will be for Phases 1 and 2, Site Evaluation and Concept Design, based on negotiations with the selected firm. It is anticipated that the fixed-price fee for the other phases will be negotiated based upon the requirements of the conceptual design. 40. QUESTION: Will all initial fix-price Bids be considered as binding throughout perpetuity, regardless of what year the work phase begins/or is performed in? ANSWER: The fixed-price fees and rates negotiated will be based on a specific period of performance. QUESTIONS ASKED AND ANSWERED AT PRE-PROPOSAL CONFERENCE AUGUST 27, 2007 41. QUESTION: Is there an animal component to this facility? ANSWER: No, see #21 above. 42. QUESTION: Regarding concept planning ? what are the constraints to the location and have any discussions been held with the City or the County? ANSWER: Multiple sites have been identified and are being considered, however this process is in the early stages. Proximity to Ft. Detrick is a key factor. The city and county are aware of this project. 43. QUESTION: Will there be any clinical space for seeing patients? ANSWER: No, see # 19 above. 44. QUESTION: How far along is the development of the program of requirement? ANSWER: The POR is based on the currently occupied existing space of the program. Development of space requirements and optimum space usage will be a part of the phase 2 effort of this project. 45. QUESTION: Will this design follow the NIH / FME guidelines? ANSWER: Yes. 46. QUESTION: What is the largest scale for the processing equipment? ANSWER: This will be determining during the programming effort in phase 2. 47. QUESTION: If Phase I refers to site evaluation then exactly what does that mean. ANSWER: SAIC-F is currently working with a real estate agent accomplishing preliminary site search activities. Requests for proposals will be sent to developers when desirable sites have been established. It is anticipated that the AE will help with the evaluation the resulting proposals under phase 1 of this contract. 48. QUESTION: Will this be a pad site development or an existing building? ANSWER: See question #16 above. 49. QUESTION: Will any green certifications be required as part of this project? ANSWER: Yes, the HHS sustainable design policy will apply to this project; however, LEED certification is not required. 50. QUESTION: Will the users be represented by SAICF or the NCI to define the program?s requirements? ANSWER: Program of requirements will be done with the actual programs. These are all currently SAIC-F programs. 51. QUESTION: Do you have any reason to believe there is a building out there that is appropriate? ANSWER: There is one building on the potential list. 52. QUESTION: Will the design firm be required to do the validation / commissioning? ANSWER: See Question #25 response. SAIC-F would like the firm to have that capability. 53. QUESTION: Did I understand right that SAIC will own the building? ANSWER: No, SAIC-F will lease the building from the developer. 54. QUESTION: I am confused about where in the project the civil engineering takes place. ANSWER: The level of civil engineering required cannot be determined until the site is identified. 55. QUESTION: Would we design the shell and fit out or just the fit out? ANSWER: This contract is for fit-out design of a facility. 56. QUESTION: Do we include any developer?s services as part of our services to be offered? ANSWER: No, we did not ask for these services in the announcement. 57. QUESTION: Will the developer be responsible for the full site master plan? ANSWER: Yes. 58. QUESTION: With such an aggressive schedule, is there an end date already been identified? ANSWER: No end date has been determined. We have funding for Phases 1 and 2. Another approval will be required for the balance of the work. The announcement does mention some target dates. 59. QUESTION: Do you anticipate any value engineering component. ANSWER: Yes. The RFP will include Value Engineering FAR clause. 60. QUESTION: Will the RFP be for all parts or be phased? ANSWER: RFP will be for Phase 1 and 2. 61. QUESTION: Is SAIC contemplating bringing a CM on board? ANSWER: SAIC-F will be contracting with a general contractor for fit-out work as designed under this contract. There will not be a construction management entity.
