- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 07EOIG005184. This solicitation is being issued as a RFQ. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. The corresponding NAICS code is 511210 and the small business size standard is $23 million. CLIN 01-Quantity 1 Each, ITS, IT Sentinel perpetual right to use license, includes one distribution media; CLIN 02 ? Quantity 1 Year, ITS-UY, IT Sentinel License Upgrades for new releases, patch levels and software enhancements; CLIN 03 ? Quantity 1 Year, ITS-SY, IT Sentinel Technical Support Agreement; CLIN 04 ? Quantity 1 Each, VNESNMP, VNE Server SNMP Adapter Pack perpetual right to use license; CLIN 05 ? Quantity 1 Year, VNESNMP-UY, VNE Server SNMP Adapter Pack License Upgrades; CLIN 06 ? All items are to be delivered FOB destination 30 days after award to 330 Independence Avenue, SW, Room G400, Washington DC 20201. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this synopisis/solicitation to the responsible offeror whose offer conforms to the exact Sentinel software listed above and is the lowest price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Brand name justification: This acquisition is conducted under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements; Application for brand name descriptions. Sentinel software, manufactured by OPNET, is the only source (brand name) that can supply the services needed to satisfy the agencies requirements of providing enhancements to the OIG network management capabilities, continued operations and support of OIG Headquarters and 9 regional OIG offices across the country. The OPNET Sentinel application software will provide a combination of network management application tools that performs systematic configuration audits, analysis of an up-to-date model of the production network to diagnose device configurations errors, policy violations, inefficiencies, and security gaps. This will aid in ensuring the continuous operation of this OIG network which is critical to the OIG mission. OIG?s requirement is to maintain network operational readiness at all times. The capability to test new network appliances and applications in a manner that assures when the new appliance or application is deployed into the OIG network will not have a negative impact. This purchase/support agreement provides: (1) Technical support via telephone, e-mail and on-site as required. (2) Software upgrades to the latest version at no additional cost to the OIG. These upgrades continually add features that enhance or add to the performance of the application software. With the recent addition of video conferencing to the OIG network, the planned migration to IPv6, and the award of Networx, it is imperative that the IT Department in OIG has the ability to perform virtual network testing that eliminates any disruption of network services to OIG users. The OPNET Sentinel product is the only product on the market that has a combination of network management application tools that can forecast network performance before new devices and/or applications are introduced into the OIG network. It is also the only product that includes hundreds of standard network integrity and security audits that incorporate industry best practices published by the US government agencies, Cisco Systems, and others. OIG needs this capability due to network growth and complexity (video conferencing, router to router encryption, QOS/TOS, RSA, VPN), coupled with the need to optimize performance of existing and future applications. This is the only product on the market that meets the OIG requirement. OIG has recently purchased products from OPNET and has established a favorable relationship. The services provided during the recent purchase have been of the highest caliber. Technical support has been excellent with a much quicker response time than anticipated. The support has been extremely professional in nature. Market research was conducted by OIG staff for products similar to OPNET?s IT Sentinel product in May 2007. A follow up was just conducted. OIG has concluded that OPNET?s IT Sentinel is the most powerful and flexible network-planning-and-design software on the market today. There is no other product on the market that is as robust. OPNET is the only distributor of OPNET branded products. IT Sentinel support and maintenance would be provided directly from OPNET. Offers are due on Wednesday, September 5, 2007 @ 2:00 pm.
