Description

The Bureau of Reclamation intends to award a sole source procurement in accordance with FAR 6.302-1 to Sustainable Earth Initiative. The contractor will provide technical assistance to provide an environmental management system for the Mid-Pacific Region. This procurement represents the final phase; and is a follow-on procurement to previous requirement. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) utilizing Federal Acquisition Regulations (FAR) Subpart 12. The Government believes that only one responsible source can provide the scope of required services. The applicable contractor staff executed Phase I of the project, and solely possess working knowledge of the project. The Government would incur unspecified start-up costs, delays in project completion, and loss of technical experts if another source were to be considered. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide similar requirements must provide supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted via e-mail to dsteele@mp.usbr.gov Contract Specialist/Contracting Officer. Responses should include the firm's DUN and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for (NAICS) Code 541620 which is $6.5 Million. This notice may represent the only official notice of such a solicitation.
