Description
The Social Security Administration (SSA) has a requirement for a vendor to provide, deliver and install a perfect binder, Duplo model DPB 500 or equivalent, to replace an existing Bourg perfect binder at SSA's Duplicating Center in SSA's Annex Building, Woodlawn MD. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is SSA-RFQ-07-1914, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-19. This acquisition is a total small business set-aside with NAICS code 333293, small business standard of 500 employees. Vendor shall provide the following: Duplo DPB 500 or equivalent perfect binder, to be installed by the vendor to directly replace a Bourg B3000 perfect binder currently in operation in the same space at SSA's Duplicating Center. SALIENT CHARACTERISTICS of Duplo DPB 500: cycle speed: at least 360 books/hour; minimum binding thickness: 0.05"; maximum binding thickness: 2.00"; milling adjustable up to 0.15", notching: 2 notching blades; scoring: up to 6 scores; spine and hinge; minimum book block size: 5" x 6"; maximum book block size: 14" x 12.5"; minimum cover size: 5" x 10"; maximum cover size: 14" x 26"; cover weight: 85gsm to 302gsm: cover feed method: top feed, belt suction; cover feeder capacity: 2.50"; cover detection: double, miss, jam, empty; glue application method: 2 heated drums, meter roller, side glue wheels; glue warm-up time: 30 minutes; touch screen programming of book block size and cover size; photo beam safety guard at loading station; book block thickness detection is done in the clamp; automatic mode for same book block thickness or variable mode for variable book block thickness; when doing same thickness books machine will detect if book block is not correct thickness and indicate book block error on the touch screen; automatic set-up of side glue wheels, nipping station and hinge scoring wheels based on thickness of book block when loaded in clamp; laser light in cover feed station for cover alignment; remote switches at cover feed station to adjust cover position in cover feed station or nipper station; double and miss feed detection at cover feed station; two heated glue application rollers; seven-day programmable machine turn-on feature; adjustable milling depth up to 4 mm; vertical standing output conveyor of finished books; high capacity vacuum for milled waste; electrical: 220/208 volt 3 phase. SPACE REQUIREMENT: must fit into 9" x 4"x 60". OTHER REQUIREMENTS: delivery and installation: by October 15, 2007 or 2 weeks after award, whichever is later, at Duplicating Center, SSA Annex Building, Woodlawn MD; machine to replace Bourg B3000 perfect binder currently in operation in the same space; warrantee: 1 year parts and labor; training: approximately 5 employees, 1 week after installation; TRADE-IN: 1 Bourg B3000 perfect binder/padder with conveyor, 7 Day on-off timer, 220/208 volt 3 phase, 9 years old in good condition; trade in allowance to be applied to cost of new binder, with new binder to be installed in same space as old binder; Bourg perfect binder to be deinstalled and removed by contractor when new binder is delivered. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: (b)(5)(ii), (b)(15), (b)(17), (b)(18), (b)(19), (b)(21), (b)(24), (b)(26), (b)(29), and (b)(34). INSTRUCTIONS TO OFFERORS: The following provisions at FAR 52.212-1, Instruction to Offerors, Commercial Items, (tailored) apply to this acquisition: (b) (1), (3), (4), (5), (6), (7), (8), (11), (c), (f), (g), (j), (k), and (l). All quotations shall be clearly marked with "SSA-RFQ-07-1914,"and shall contain the following: 1) Price quotation for binder (including trade-in price for Bourg perfect binder), installation of new binder and removal of existing binder, training and one year warrantee, 2) If quoting a binder equivalent to Duplo DPB 500, detailed specifications, brochures, etc. documenting all salient characteristics; if you quote the Duplo DPB 500, so note; no technical documentation is necessary, and 3) warrantee terms. EVALUATION: The provisions at FAR Part 52.212-2, Evaluation - Commercial Items (tailored) apply to this acquisition. Paragraph (a) is tailored as follows: the Government will award an order resulting from this request for quotation to the offeror whose quotation represents best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: total price (including trade-in), and machine salient characteristics, if one or more quoters propose to provide an equivalent machine other than the Duplo DPB 500. Paragraph (b) does not apply to this solicitation. REPRESENTATIONS AND CERTIFICATIONS: Quoters must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the quoter verifies by submission of this quotation that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this quotation and are incorporated in this quotation by reference (see FAR 4.1201), except for paragraphs ____ (Quoters shall identify the applicable paragraphs at (b) through (i) of this provision that the quoter has completed for the purposes of this solicitation only, if any. Responses must be submitted by 3:00 p.m. Eastern Daylight Time, September 11, 2007, emailed to Andrew Klimas at andrew.klimas@ssa.gov. All responsible small business sources may submit a quotation that shall be considered by the Agency. Quotations submitted by other than small businesses will be rejected.
