Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-049-4384-07 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-18. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 325413. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a requirement for an automated micro plate reader system, brand name or equal to a Biolog, Inc. MicroStation System. This system must have the most extensive database possible of filamentous fungi that can accurately be identified. This must be an automated system with a large number of yeast and bacterial species (both G plus and G minus) that can accurately be identified. It must have carbon source utilization technology, provide at least 95 separate tests in one plate, have the ability to monitor metabolic changes in organisms, ability to identify several organisms at the same time, ability to look at microbial communities in biofilms, ability to add on with other compatible databases as library grows, ability to function without large purchases of consumables. Descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Equipment price should be FOB Winter Haven, FL. Quoted price should include delivery costs. Responses shall include two copies of technical specifications, descriptive material, literature, brochures and capabilities of the offered equipment. Offerors shall identify where the offered item meets or does not meet each of the Government?s functional and performance minimum specifications listed herein. Offeror shall include references of three government agencies or firms for which similar equipment was provided. All responses will be evaluated to determine the ability to meet the above capabilities. The government anticipates award of a contract subject to the availability of funds resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 and 52.225.13. Also applicable is 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, September 14, 2007.
