- COMBINED SYNOPSIS/SOLICITATION AMENDMENT: 1. QUANTITY TO BE PROVIDED IS 158 TONS 2. DELIVERY LOCATION: THE END OF FOREST ROAD 20S78 OFF THE LLOYD MEADOW ROAD (22S82 APPROXIMATELY 23 MILES NORTH OF JOHNSONDALE, CA. Resin Pavement Mixture. RFQ-S-05-SS-13-07-275 due 09/21/2007. This is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quotation RFQ-S-05-SS-13-07-275 and offers are to be received not later than 4:30 p.m. local time on 09/21/2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. If you are a contractor under GSA contract, include the contract number and whether or not you are quoting the GSA contract price. Following is description of the services required: The resin pavement mixture shall be formulated with an aggregate material of light brown coloration and non-asphalt based resin pavement binder emulsion made of natural resins and additives to produce a paved surface with a natural appearance. The resin pavement binder emulsion shall be cold applied, formulated with a non-ionic emulsifying agent, and upon application to suitable pavement quality aggregates shall cure to a water insoluble binding and cementing agent of pavement mixtures suitable for vehicular and pedestrian traffic and with high strength such as that exhibited by hot mix asphaltic concrete. The resin pavement mixture shall have performed as well or better than asphalt pavement in both wet and dry Rotational Penetrometer test evaluations of Firmness and Stability for use as an accessible outdoor surface. Upon request, resin pavement mixture manufacturer shall submit for reference the information and contacts for no fewer than three public agency projects where the manufacturer??s paving mix material has been installed and in service for a period of not less than three years, and which has a proven wear resistance surface without the continuing generation of fine particle material from the full surface of the pavement installation and does not need ongoing or regular application of additional seal coat treatments in order to preserve the integrity of the pavement. Resin pavement mixture formulated with the resin pavement binder emulsion shall have a record of Marshall Stability test results where mixtures exceeded 10,000 pound stabilities when tested at 140?aF (60?aC) temperature, and Thermal Stress Restrained Speciman Test results where finished mixtures demonstrated all of the low temperature performance criteria down to a temperature of -18.4?aF (-28?aC). Finished resin pavement mixture shall be sampled for testing at time of delivery, prior to installation of the material by the installer. Marshall Test for stability of the sampled mixture to be conducted in laboratory controlled conditions after a minimum of thirty (30) days curing and two hours of heating in air bath at 140?XF temperature in accordance with ASTM D 1559 test requirements by an independent pavement materials testing laboratory previously experienced in testing resin pavement materials. These laboratory test specimens shall have a stability test result of 5,0000 pounds minimum. Pavement mix production shall be under the direction of a manufacturer with not less than three years experience in the production of resin pavement mixtures using a mixing plant dedicated to the production of resin pavement mixtures and equipped with metering controls for accurate proportioning of resin pavement mixture ingredients. This acquisition is set aside for small business concerns, NAICS Code 325991. Small Business Size Standard 500 employees. The following provisions as applicable are incorporated by reference with the same effect as if they were in full text: (1) FAR 52.212-1 Instructions to Offerors ?V Commercial Items. (2) FAR 52.212-2 Evaluation ?V Commercial Items. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government??s requirements; and price. Technical is of equal importance when compared to price. (3) FAR 52.212-3 Offeror Representations and Certifications ?V Commercial Items. (4) FAR 52.212-4 Contract Terms and Conditions ?V Commercial Items. (5) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders ?V Commercial Items, which includes 52.219-6, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-33. (6) Offerors shall provide completed copies of FAR 52.212-3 (Offeror Representations and Certifications ?V Commercial Items) with their quote.
