- This is a notice that the Department of Veterans Affairs intends to negotiate, under the authority of 41 U.S.C. 253 (c) (1), a sole source purchase order with Carl Zeiss Micro Imaging, Inc, One Zeiss Drive, Thornwood NY 10594, for the purchase of a Laser-Scanning Confocal Microscope (LSCM) LSM 510 with AXIO Observer Z1 MOT, Microscope Table, Fluorescence Equipment, Illumination System, Optics and docking station. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA261-07-RQ-0284 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This in an unrestricted solicitation and NAICS code is 334516, with a size standard of 500 employees. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. Closing date for this notice is at noon on September 10, 2007. This procurement is being conducted in accordance with FAR 6.302 -1, only one responsible source and no other supplies or services will satisfy agency requirements. The pathology department at the VA San Francisco Medical Center has a requirement for laser scanning confocal microscope system for imaging reporter constructs in parasitic organisms, enzyme cytochemistry, antibody localization, and live cell evaluation of mutations in a variety of single cell and multi cell parasites. The system must provide high resolution, expanded fluorescence capability, speed and ease of use, and quality image capture, processing and storage capability. Carl Zeiss MicroImaging owns the proprietary rights for the unique technology included in the LSM 510 Laser-scanning microscope system. The LSM 510 system incorporates the use of multiple laser lines coming from one laser source for fluorescence excitation in laser scanning microscopy. This type of system is already in use by the pathology department and thus will provide uniformity, facilitate technical support, and allow the graduate students and postdoctoral fellows to quickly gain familiarity with the scope and its image capture capabilities.
