- Description
- The Air Armament Center, 691st ARSS/RTK, Aerial Targets SPO, Contracts Office, Eglin AFB FL seeks intends to issue a sole-source modification to an existing contract with Composite Engineering Inc., located at 5381 Raley Blvd, Sacramento, CA 92632. This contract action will support the BQM-167A, Air Force Subscale Aerial Target (AFSAT) with on-site, senior engineering support at Tyndall AFB, FL. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice serves as the Notice of Contract Action (NOCA). The contractor will be responsible to provide on-site engineering expertise to perform the following duties: Maintain system performance through allocation and integration of target hardware and software, assist the 53 Weapons Evaluation Group (WEG), Tyndall AFB, FL with fault isolation of difficult system level problems by performing fault tree type analysis, fault isolation using the target test set and associated government furnished test equipment, assist WEG in sorting through data link communications problems with Gulf Range Drone Control System (GRDCS), support activities to prevent unauthorized modifications to fielded targets through use of configuration management and configuration control principles, support activities to maintain the product baseline though access to configuration status accounting documentation on all fielded targets, use the contractor provided Weapons System Evaluation Program (WSEP) checklist in support of flight preparation, prepare and distribute quick look reports after each flight, provide AFSAT technical expertise to assist the users with local field modifications, provide technical expertise in support of hardware and software retrofit/upgrade efforts for fielded targets. AFSATs are being procured under a competitively awarded contract with Composite Engineering, Inc., using full and open competition procedures, but the need for a full-time field engineer to be located at Tyndall AFB, FL was not identified at the onset of the program. It is estimated that the field engineer will need to be in place in January of 2008 until May of 2010. Composite Engineering Inc, is the system designer and integrator of the AFSAT; has configuration control of the Depot Level Repair Candidates, has developed all the Technical Data Packages, and has served as the Integrated Logistics Support manager for the development of Spare Parts Lists. Many of the drawings and components are proprietary to Composite Engineering Inc. This is not a request for competitive proposals and no solicitation is available. All interested parties must respond in writing with clear and convincing evidence to support their ability to provide this capability within forty-five (45) calendar days of this publication. A determination by the Government not to compete this action based upon responses received is solely within the discretion of the Government. The appropriate North American Industry Classification System (NAICS) code for this proposed acquisition is 336411 with a size standard of 1,500 employees. Interested parties may submit Statements of Capability (SOC) demonstrating their ability to meet the requirements. Responses are required NLT 22 October 2007. This notice neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Notice of Contract Action should not be construed as a commitment by the Government for any purpose. As directed by the Foreign Disclosure Office, Eglin AFB, no foreign participation shall be allowed for this effort. See Numbered Notes 22, 25 and 26. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
