Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The reference number for this acquisition is F1JTAK7173A001. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 (4 Aug 2006) and Defense Federal Acquisition Regulation Supplement change notice 20060814. It is the Offeror?s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) for this acquisition is 511210 with a size standard of $23.0 Million. This acquisition is a 100% set aside for small business. This commercial acquisition is for purchase of a Finite Element Analysis (FEA) Software package to develop and test models of laser-tissue interaction. Requirements: must be able to solve linear and non-linear partial differential equations (PDE?s). Must be able to solve transient (time-dependent) as well as stationary (time-independent) problems. Must be able to solve coupled physics (multiphysics) calculations to include temperature/heat flow + structural dynamics + electromagnetism. Capability to specify model boundary conditions, initial conditions, and other parameters as analytical functions. Grapical user interface (GUI) to develop model geometry and control mesh generation. The flexibility to define the PDEs to be solved (as opposed to having all the equations defined as part of the software package). Compatible with Red Hat Linux. The type of contract anticipated is firm-fixed price. This procurement is to be processed using FAR Part 13, Simplified Acquisition Procedures, and in conjunction with FAR Part 12, Acquisition of Commercial Items. The due date for submittal of offers is 4:00 P.M., CST (U.S.) 12 Sep 07.
