Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a brand name contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires Websense Software licenses to support their users. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Block known threats before they reach the endpoint and alerts on potential network threats-Product must identify security threats, such as malicious websites, protocols, applications, and HTTP traffic (on Port 80 and all other ports) and blocks their access at the internet gateway. It must also alerts administrators on email-borne worm traffic in the network. Proactively discover web security threats- Product should scans millions of websites per week, searching for threats. Real-time security updates should be available within minutes of the discovery of a new high-risk threat with no administrative intervention required. Lower the risk of intellectual property theft-Product should lower the risk of intellectual property theft and malicious attacks through instant messaging (IM), IM attachments, and protocols, such as peer-to-peer, email, file transfer, and others. Swiftly alert when websites or brands are under attack and reports web server vulnerabilities- should includes the three services which help organizations protect their websites, brands, and web servers. Product should mine the organizations? websites and watches their brands and associated URLs as part of its daily activities. If a site is infected with MMC or the name and URL being used in phishing, fraudulent, or other malicious attacks, the product should notify the organization with attack details so immediate action can be taken. Product should also performs regular web server scans for a ?hacker?s-eye view? of server vulnerabilities and potential threats. Reports of risk levels and recommended actions are provided through a web-based portal, allowing organizations to take corrective action. Provide industry-leading web filtering capabilities-Product should include the industry?s leading web filtering technology. This technology, should be the most comprehensive and accurate on the market, and allows organizations to manage productivity, reduce their risk of legal liability, and improve bandwidth use. Optimize network bandwidth- product should enables organizations to optimize their network bandwidth by prioritizing and managing traffic in real-time based on pre-set thresholds and without requiring administrative intervention. Include flexible reporting tools-Product should provide the most advanced capabilities for identifying organizational security, productivity, legal liability, and network bandwidth consumption risks. Reduce the burden on IT- Product should allow organizations to distribute administrative tasks across departments, groups, or locations. Individual administrators can then customize policies to meet their area?s needs and can assume responsibility for their users. To develop an accurate situational awareness of the network security posture. The product will provide the organization with an automated application verification & audit analysis. This analysis provides the organization comprehensive, security-centric, situational awareness as it pertains to the application communication environment. By strategically deploying the application, USSOCOM gains visibility into security policy compliance at an enterprise level. Additionally, the advantages of a centralized management of the network are listed below: Provides visibility into enterprise operations and potential security threats Quantifies the status of enterprise security providing the necessary information for continuous improvements Reduces costs by building security analysis into the policy and automating event response Identifies and prioritizes potential network vulnerabilities Increases productivity by providing a common policy definition for network operation among enterprise stakeholders United States Special Operations Command believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The approximate cost of the duplication effort would be $78,116.00, as outlined in the table below. These costs are based on expenditures under the current contract that have been incurred to gain a level of operational acceptance by the government for contractors and government employees.
