- RFI, Request for Information. This is not a solicitation announcement. This is a sources sought synopsis only which may or may not lead to an award. The directorate of contracting, Fort Carson, CO (ACA-NR) is seeking Historically Black Colleges or Universities (NAICS Code 611310/$6.5M/500) sources who provide the services described. 1. TRAINING DATES: TBD 2. TRAINING LOCATION: Colorado Springs, CO 3. NUMBER OF PERSONNEL TO BE TRAINED: 15 personnel 4. BRIEF DESCRIPTION OF TRAINING EVENTS. Training must consist of 40 hours of instructor led, trainer-the-trainer classes. The course instructor must have a National Board on fire Service Professional Qualifications certification to instruct this class. The class must be sanctioned by an accred ited educational institution that will support credentialing of the course to other individuals with an IFSAC or Pro-Board certification. At the conclusion of the training, trained individuals shall be able to train and credential other qualified individua ls through the accredited institutions certification process for Rescue Technician. 5. Mission. The purpose of this training is to train elements of the Fire & Emergency Rescue Technician teams to be IFSAC or Pro-Board certified instructors in Confined Space, and Urban Search & Rescue operations. 6. Concept of the Operation. a. General. 40 hours of class instruction (over 5 days), conducted at Fort Carson Colorado. The unit will provide the training space/area. Vendor must provide all course materials (participants manuals, textbooks, and hand outs). The vendor must also pr ovide certification test proctoring. b. Phases of Training/Statement of Work. Training Event 1: Ropes rescue awareness and Operations. General Class Description. This class must teach the fireman how to safely and efficiently perform basic technical rescues in industrial and municipal environments. The curriculum must meet and exceed the general chapter training requirements in accordan ce with NFPA 1670, 1999 edition, NFPA 1006, Chapter 6, 2003 edition (Standard for Rescue Technician Professional Qualifications). The curriculum meets and exceeds the general chapter training requirements in accordance with NFPA 1670, NFPA 1006, 2003 editi on (Standard for Rescue Technician Professional Qualifications). The course curricullum must include the following: rescue team organization and function, size-up, hazard assessment, incident command, rescue hardware and equipment, rope technology and construction, knots, bends and hitches, patient packaging and handling, anchor systems, belay systems, lowering systems, raising (hauling) systems, and low-angle rescue operations Training Event 2: Confined Space. This class must teach the firefighters requirements for confined space rescue technicians based on NFPA 1670, 1999 edition, NFPA 1006, 2003 edition. The curriculum must include the following: Size up, recognition of confined spaces, Confined space hazard recognition and mitigation, Atmospheric monitoring, Non-entry retrieval, Entry-type rescue, SCBA and SAR, patient packaging and lowering and rais ing systems Interested parties shall submit information to MAJ LaChiana A.
