- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Survivability Vulnerability Assessment Directorate (SVAD), White Sands Missile Range (WSMR), New Mexico has a requirement for a one (1) Automated Liquid Scintillation Counting System. The successful offeror would provide an Automated Liquid Scintillation Counting System that meets or exceeds the performance requirements and be evaluated in the order of technically acceptable low price. The technical requirements are as follows: 1. Must have 22 ml vials and be capable of holding 100 samples. 2. Must have automatic quality assurance. 3. Must be a Programmable system. 4. Must be an automated system. The successful contractor will also provide for removal and disposal of radioactive barium source currently being used. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19 dated 17 Aug 2007. This requirement will be full and open. The applicable NAIC code is 334519 standard size 500 employees. Proposals shall be FOB destination, and inspection and acceptance shall be at destination. Payment will be made by Visa credit card. Company must be registered in the Central Contractor Registration (http://www.ccr.gov/) before an award can be made. A Firm Fixed Price contract award will be made to the technically acceptable, low price offeror that meets all listed specification and can deliver all listed quantities listed above. Contractor wishing to submit a proposal must submit clear and convincing evidence that they meet all the capabilities and specifications.
