Description
The United States Army CECOM Lifecycle Management Command (CECOM-LCMC), Fort Monmouth, NJ 07703, intends to solicit and award a Sole source, Five-Year, Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity type Contract in accordance with FAR 6. 302-1. The Government intends to procure the Command Instrument Processor, CP-2036/A, NSN: 6610-01-280-9729, Astronautics Part Number: 146310-7. The anticipated effort is intended to be a Firm Fixed Price, Five (5) Year Indefinite Delivery, Indefinite Q uantity (IDIQ), Sole Source Contract to Astronautics Corporation of America. (ACA), 4115 N. Teutonia Avenue, Milwaukee, Wisconsin. The required Command Instrument Processor is an integrated navigation set that is used in the Black Hawk UH-60 helicopters. I t contains a central computer that processes signals from navigation and flight instruments to produce visible steering commands for the pilot and co-pilot. The steering commands allow the pilot to fly a desired heading, reach a selected course, land using an Instrument Landing System, maintain a fixed altitude, and make programmed decelerations and descents at a predetermined airspeed and altitude. Operation of the UH-60 Black Hawk Helicopter without the CIP presents safety risks to the pilot and the crew . The required CIP is a Non-Developmental Item (NDI) that ACA designed, developed, and produced, and for which it maintains configuration control of the systems hardware and software. Consequently, ACA possesses unique technical experience and knowledge of the systems design. The NAICS code for this procurement is 334511 with the corresponding Small Business Size Standard of 750 employees. Items shall be shipped FOB Destination to New Cumberland Army Depot, New Cumberland, PA 17070-5001. The potential o fferor must have the ability to abide by the following delivery schedule. A quantity of 17 units each of the Command Instrument Processor CP-2036/A, (ACA) Part Number 146310-7, NSN 6610-01-280-9729, delivery to commence 90 days after Award of Contract (ARO ), then 17 units each per month thereafter until completion. Inspection and Acceptance will be at Source. The estimated minimum amount for this Contract is $100,000.00 and the estimated maximum will be $22,000,000.00. The Solicitation Number assigned to this effort is W15P7T-07-R-C023 and will be issued on or about 20 September 2007. The estimated award dat e for this procurement is 30 November 2007.
