Description

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposal s are being requested and a written solicitation will not be issued. The solicitation number is W912P6-07-Q-0031 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15. The NAICS code for this requirement is 212313, with a size standard of 500 employees. This acquisition is UNRESTRICTED AS TO BUSINESS SIZE. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The clause 52.212-4, Contract terms and conditions-Commercial Items applies to this acquisi tion. The clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52. 222-23; 52.222-41; 52.225.3; 52.232-34. The following clauses also apply to this acquisition 52.246-2, 52.247-34, 52.211-8, 52.228-10, 52.232-19, 52.236-13 and 52.211-16, (Variation in Quantity  (a) A variation in the quantity of any item called for by t his contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause.(b) The permissi ble variation shall be limited to:1- 1/2 Percent increase, 1 -1/2 Percent decrease This increase or decrease shall apply to Bid Item (Fill Stone Material) The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror who submits the lowest aggregate price. PROCUREMENT: The Government seeks to acquire 3,200 Tons of Fill Stone Material for breakwater repairs. The Contractor will be responsible to supply, delivery, unload, and piling of limestone, granite, quartzite, gabbro, diabase, basalt, or granodiorite stone materials. The stone used for this contract is fill stone, ranging 3-6 in size. The Contractor sh all deliver the stone by marine or land transportation to the delivery point, which will be the LRC (Chicago District) Stone Dock site, unload, and place the material onsite as directed. The LRC Stone Dock is located on the north side of the mouth of the Calumet River, in Chicago, IL. If marine delivery is used, the Contractor will be required to move the unloaded stone landward from the dock face as far as 250 feet, and place it in one or more piles. Special marine and/or land-based equipment maybe requ ired for unloading the stone from a marine vessel, and moving it from the dock face landward within the stone dock property.
