- Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source purchase to Smiths Detection, 21 Commerce Drive, Danbury, CT for the acquisition of a compact Fourier transform infrared (FTIR) spectrometer which attaches to a standard optical microscope. Smiths Detection is the manufacturer of the requested IlluminatIR FT-IR microspectrometer system. This is the only vendor that satisfies these and other requirements needed to identify unknown chemical and biological material s to complete the mission. This is is not a formal soilcitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the b asis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract price based on this notice is solely within the discretion of the Government.
