- The Bureau of Reclamation, Yuma Area Office, Yuma Desalting Plant, Yuma, Arizona 85364 intends to negotiate on a sole source basis with Control System International (CSI), 8040 Nieman Rd, Shawnee Mission, KS 66214 for systems integration services to develop, integrate, and make operational the distributed control system (DCS) that will serve as the primary operations and control system for ETA 4 & MU 6, equipment used in the Water Quality Improvement Center (WQIC). The system is known as the UCOS (User Configurable Operating System). The UCOS system - is already being used at the YDP and being installed on other WQIC equipment, and purchasing the same system will enable ETA 4 and MU 6 to be completely compatible with all YDP control systems. This will enable seamless operations control, downloading/uploading of data, and systems management. without voiding any existing warranties and/or violating the use of proprietary information including system schematics, machine drawings and software. The Contractor shall furnish all the contract management, planning, supervision, administration, personnel, engineering, labor, materials, supplies, transportation, facilities and incidentals necessary for the engineering and integration services for the two-phased DCS project. Competition is restricted to only one source due to the fact that CSI is the original developer of the UCOS System and has no other sources or providers authorized to work on CSI equipment. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 to modify an existing order and incorporate the abovementioned work. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice represents the Government's only official notice of this procurement action. This notice of intent is not a request for competitive proposals. Firms shall provide a written notice containing a description of how they would provide this service. Notices shall contain a point of contact with telephone number. However, the Government will consider all proposals received by September 14, 2007. All sources responding shall submit information relating to their business status for NAICS 541330. This procurement will be awarded through a modification to an existing firm fixed price order. The anticipated award date is September 17, 2007. All responsible sources may submit a quote which shall be considered by the agency. Responses to this notice should be mailed to Bureau of Reclamation, Acquisitions and Assistance Team (YAO-3100 Cordero), 7301 Calle Agua Salada, Yuma, Arizona, 85364 or sent via facsimile to 928-343-8164. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award.
