Description
Solicitation No. M07RQ14669 Request for Quotation Closing Date 09/19/2007. This is a combined synopsis/soliciation for commerical items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solication will not be issued. This soliciation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular FAC 2005-19. This acquisition is set aside for small business. The NAICS Code is 561439. The size standard of 5.0 million. The Minerals Management Service , Minerals Revenue Management is seeking a service provider to scan documents anticipated to be frequently used in litigation support. Period of performance of one year. Statement of Work: Perform document preparation and ensure that documents are returned to their original state. Scan documents as provided by the Minerals Revenue Management (MRM) Office of Enforcement. Perform quality assurance on the scanned documents. Load scanned documents into folders on the (MRM) nework. There will be up to 100,000 pages each year, with a minumum of 25,000. Minumum order is 300 pages. Each order is to be processed and delivered with 3 to 5 working days, with extensions to be explicitly stated for extremely large voumes. Most pages will be 8-1/2" by 11", with occasional legal size pages, and some books. Deliverables are to be PDF files of images. No optical character recognition is required. Fewer than 10 indexing/metadata items are to be entered for each document. Quality assurance is critical for the accuracy of the indexing/metadata items and for the quality of the images which may be optical character recognitioned by the Government. The operator is to be well trained in the operation of the equipment and the software, and will adjust for skew, remove stray marks and blotches, and ensure legibility of the output. The Contractor shall provide the scanning equipment and software. The Government shall provide a computer with a USB port and CD-ROM reader with access to the MRM network. The contractor may not attach any equipment or install any software on the Government computer. The work must be performed on the Denver Federal Center. The Government shall provide a work station for use during periods of work performance. Contractor personnel must fill out security clearance forms and be subject to a review which takes approximatley 4 to 6 weeks. Prospective contractors are required to complete the provisions at entitled Offer Representations and Certifications electronically via the ORCA website at http://orca.bpn.gov. The following provisions are incorporated by reference; 52.212-1 Instructions to Offers Commerical Items, 52.213-3 Offeror Representatives and Certifications - Commerical Items.
