Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation, and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-16. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3,Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items; 52.242-14 Suspension of Work. This acquisition is for two transfer pump replacements. This scope identifies the work needed to remove and replace two sewage lift pumps located at the Kuchel Visitor Center within Redwood National Park. The Kuchel Visitor Center is located two miles south of Orick, California and some sixty five miles north of Eureka, California. Constructed in 1985 this facility has a sewage system comprised of septic tanks, vaults, submersible pumps and mound system. All pumps, lift pumps, controls and electrical disconnects or breakers are of original design. Two submersible pumps manufactured by FLYGT model type: NP 3102 MT, are in need of replacement. The contractor should inspect the pumps in place and confirm the type and model number. The contractor will remove and replace old pumps and reconnect new pumps to the junction box. All control floats will be replaced. Any float or pump controls that are replaced will be tested to determine proper operation. Rods which may support the pump or other mechanical support devices necessary to install or remove the pumps will be provided by the contractor. Any wire configuration that does not support the change to the pumps or any mechanical application that needs to be added to the installation of the pumps becomes the responsibility of the contractor. Any change of feeder wire, if necessary, will meet the Tables set forth in the National Electrical Code (NEC) and have a rating necessary to withstand the conditions of this wet-well environment. The old pumps along with any material generated in this replacement work become the property of the contractor. Caution will be used in the removal of the old pumps to avoid the potential of any sewage spill. It may be necessary to cover the area with a protective barrier to eliminate the potential of ground contamination. During actual work hours, barriers must be set up to protect and prevent the visiting public from approaching the work site. At no time will the area be left without barriers or individuals to prevent the approach of public into the work area. The contractor has the responsibility of determining the correct applied voltage and pump horse power rating to match the replacement units. A one year warranty on workmanship and installation will be included. Contract time: Actual start date to be determined, approximated 45 days for completion. The North American Classification System code (NAICS) for this acquisition is 811310 and the size standard is 6.5 million. This announcement constitutes the only solicitation that will be issued for this requirement; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 4.1102 (a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. All responsible sources may submit an offer. Quotes are due by Thursday, September 13, 2007, 5:00 p.m. local time.
