- The National Cancer Institute (NCI), Oncogenomics Section, Pediatric Oncology Branch, plans to enter into a sole source procurement for Biotage Sp4 system in support of the development of NanoBiosensors for the Detection of DNA, RNA, proteins and small organic molecules to identify cancer biomarkers and for the application of sensitive cancer diagnosis tools with Biotage, 1725 Discovery Drive, Charlottesville, VA 22911. The North Amercian Industry Classification System code is 334516 and the business size standard is 500 Employees. The supplies herein are being procured in accordance with FAR Part 12 with the authority to use simplified acquisition procedures as authorized by FAR Part 13.5. Biotage is the only source known to the NCI with a four channel medium pressure flash chromatographic system that uses the same platform and conforms to pre-established chromatographic methods and data for the detection, purification and analysis of monomers and small organic molecules on the Biotage Sp4 system. The Biotage SP4 system comes also with a solid adsorbent that is suitable for highly polar and non polar compounds as a pre-packed column. It is important that there is consistency in results between this contract and the tripartite NanoBiosensor initiative with major participation of NCI/ATC, University of Maryland and NASA. These efforts would partly involve preparations of novel oligo-nucleotides and peptide nucleic acids (PNA?s) that can be integrated to engineered carbon nanotubes (CNT) for detection of very low signals that otherwise could not be detected by traditional means. The detection of extremely low signals from DNA-DNA or DNA-PNA hybridization could lead to a novel approach in early detection of cancer and other genetic abnormalities such as single nucleotide polymorphism (SNP). To this end, The synthesis of modified DNA or Peptides requires the preparation of starting materials at larger scale of up to ten grams of material. It is therefore important to get these starting materials in highest purity for subsequent synthesis of our target probes. The Biotage brand of flash chromatography system has been reliable system and gives reproducible results of purification both for normal phase and reverse phase purification. This notice is not a request for competitive quotation. Biotage is the only source known to the NCI which will meet the research needs of the project in a manner consistent with ongoing initiatives. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on September 17, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
