- THIS IS A COMBINED SYNOPSIS / SOLICITATION NOTICE. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference solicitation number is: NHLBI-PB(HL)-2007-242-DDC This solicitation is issued as a Request for Quotation (RFQ). This acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-18. The total contracted dollar amount, including options will not exceed $5 million. The intended procurement will be classified under North American Industry Classification System code 541990, All Other Professional, Scientific and Technical Services, with a size standard of $6.5M. Market research conducted by the Government has determined that there are two (2) or more small businesses with the capability to perform the services. Therefore, the acquisition is being conducted as a total small business set aside. The Government anticipates that there will be one performance based service contract awarded for this requirement. The proposed performance period is September 2007 through March 2008. The proposed level of effort is estimated at 840 direct labor hours. The direct labor will be provided on a part-time basis Monday through Friday, excluding Federal Holidays, 9:30am ? 3:00pm. The place of performance is the National Institute of Health, Bethesda, Maryland Campus, Building 31 and Rockledge II Building in Rockville, Maryland. Office space will be provided in these respective buildings SCOPE OF WORK: The National Institutes of Health (NIH), National Heart Lung, and Blood Institutes (NHLBI) is seeking the assistance of an experienced consultant to assist in the NIH 2007 Combined Federal Campaign (CFC) activities, including providing advice and assistance to the NHLBI Executive Officer, who serves as the official NIH CFC Campaign Manager, and coordinating various work with the campaign committee to design, organize, and execute the campaign. Specifically, the Contractor shall provide assistant to the Government?s Contractor Recreation and Welfare Association, Inc., National institutes of Health, 31 Center Drive, Building 31, Room B1W30, Bethesda, Maryland 20892, in the performance of the following tasks: Planning - Pre-Campaign 1. Working with the CFC executive campaign committee to develop the structure, mission, and purpose of the special events. Work with committee to determine the theme of the events. 2. Plan the parameters of the event. Develop a plan to introduce CFC to the target audience. Identify and market accordingly. 3. Develop an estimated budget for each event with a goal to obtain as many participants as possible. 4. Establish a liaison with Property Management/ Facility Manager of all campus and off campus buildings in which festivities will be held. 5. Determine if contracts/letters of agreements or other legal issues need to be addressed. 6. Obtain insurance and review insurance needs for events. 7. Coordinate speakers, including travel arrangements (flight and hotel stay) and other expenses that may be necessary. 8. Assist the CFC Executive Committee in creating the agenda for the event's activities. 9. Determine and coordinate food vendors, negotiate and order tables, chairs, tents, trash cans, recycle containers, food, paper products, decorations, etc. as necessary. 10. Work with vendors on presentation, selection of food items, and timetable for assembly and tear down for each event. 11. Contract for music/entertainment. 12. Determine, and obtain incentive awards that would be appropriate for the event. 13. Determine how leftover food will be disposed. 14. Develop contingency plan with emergency numbers and lead contacts. 15. Plan for staff and volunteers for each event to focus on giving to CFC. 16. Provide and deliver excellent customer service on the day of the event. 17. Attend CFC of the National Capital Area Executive Session to receive ,guidance and instructions on the 2007 campaign. 18. Attend, along with key NIH CFC staff, a meeting in the Secretary's office for the Department of Health and Human Services (HHS) operating division and staff division CFC campaign managers. 19. Participate in the development and execution of a training session for Deputy and Assistant Coordinators. 21. Recommend final, goals. 22. Throughout the campaign, serve as point of contact far recruitment of, training of, and technical guidance for keyworkers of the NIH Office of the Director, Office of Research Services, and Clinical Center. 23. Assist with the planning, logistical arrangements, and conduct of the kickoff ceremony. 24. Coordinate the delivery of all supplies provided by CFC to NIH Coordinators in the national capital area prior to keyworker training and also provide supplementary materials as requested during the campaign. Facilitation and Site Development 1. Identify most appropriate facility type, tenting, location and time. 2. Complete the site inspection to determine the physical condition for the location. Budget and pay for tents for the event. 3. Inspect the condition of the surrounding area. 4. Check for safety concerns (constructions problems, etc). 5. Determine electrical needs. 6. Determine the audiovisual and sound equipment. 7. Determine the location and usage of public restrooms. 8. Coordinate NIH security, police, grounds maintenance and fire authorities. 9. Create site map to include set up for charities. Determine how many can attend. Maintain a mix of non-profits from different sector of community needs. 10. Coordinate parking, loading/unloading location, and get maps/directions to various community charities. 11. Coordinate transportation for attendees if necessary 12. Manage all aspects of event set up and clean up. 13. Assist in contacting appropriate persons and NIH offices and make whatever logistical arrangements, obligations, commitments and agreements necessary for the actual execution of the kick-off ceremony and all other events that the committee has approved to accomplish the tasks set forth above. 14. Establish and maintain a budget and expense sheet. 15. Obtain incentive awards such as door prizes to help increase attendees at events. The above activities are to be completed no later than February 28th, 2008. The contractor is to provide periodic verbal progress to the Executive Office, NHLBI or his/her designee. Delivery Schedule and Deliverables: September 2007 - Begin weekly meetings with NIH volunteers; Confirm goals; Staff team meeting to plan and organize; Assemble items for door prizes; Attend briefing meetings for key workers; Coordinate table for CFC promotion at Institute Relay; & Confirm entertainment, food, decoration, etc. for Rockledge and Executive Blvd Cluster. October 2007 - Coordinate table CFC promotion at Research Festival as part of Food and Music Fair; Involve and work with CFC Charities; Execute Kickoff; Evaluate Kickoff; Hold 2nd event on NIH Campus - Charity Fair with Halloween Theme; & Publicize events in Newsletters and E-mails. November 2007 - Execute and staff the Rockledge theme program; Execute and staff the Executive Blvd. theme program; Assist the Institutes, in whatever way possible, with prizes and themes for their campaigns; & Evaluate Events. December 2007 - Last effort marketing and production of final communications; Work with NIH institutes with final door prizes if necessary; & Work with Planning Committee for themes for Awards Ceremony. January ? February 2008 - Assist is campaign wrap-up & Plan and develop strategic plan for 2008. March, 2008 - Award key volunteers. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items is applicable to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The Government will evaluate the technical portions of the quotation in accordance with the criteria set forth herein. The Government intends to evaluate the quotes and award the purchase order without discussion with Offerors. Therefore, the initial offer should contain the Offerors best terms for a technical and price standpoint. However, the Government reserves the right to conduct discussions, request additional or clarifying information, if later determined by the Contracting Offeror to be necessary. The Government may reject any and all offers if such action is deemed necessary. The Government may also waive informalities and minor irregularities in the offers received. A final best-buy analysis will be performed taking into consideration the results of the technical evaluation, cost analysis, and ability to complete the work within the Government's required schedule. The Government reserves the right to issue an order to the best advantage of the Government, technical merit, cost, and other factors considered. The NHLBI reserves the right to make a single award, multiple awards, or no award at all as a result of this synopsis. In addition, the synopsis may be amended or canceled as necessary to meet NHLBI requirements. The Offeror shall submit a fixed price labor hour cost quote. The cost quote shall indicate the applicable direct labor categories with loaded hourly rates, and any associated other direct costs. Other direct costs should include an explanation for the basis of the estimate. In addition to a price quote, the Offeror must submit a detailed technical plan which will receive paramount consideration in the selection of a Contractor. The total number of pages for the technical plan is not expected to exceed ten (10) pages in length, excluding resumes. A detailed technical plan must indicate how each aspect of the statement of work is to be accomplished. Your technical approach should be in as much detail as you consider necessary to fully explain your proposed technical approach or method. The technical plan should reflect a clear understanding of the nature of the work being undertaken. The technical plan must include information on how the project is to be organized, staffed, and managed. Information should be provided which will demonstrate your understanding and management of important events or tasks. Plans which merely offer to conduct a program in accordance with the requirements of the Government's scope of work will not be eligible for further consideration. The offeror must submit an explanation of the proposed technical approach in conjunction with the tasks to be performed in achieving the project objectives. The evaluation will be based upon the demonstrated capabilities of the prospective contractor in relation to the needs of the project as set forth in the RFQ. The technical plan will be evaluated against the following technical evaluation criteria: 1) Understanding the Requirement. 50 possible points. Documented evidence which clearly reflects the organizational / individuals experience in providing similar services. The technical approach, experience, skills, demonstrated understanding of statement of work, demonstrated skill in combined federal campaigns, and demonstrated writing skills. 2) Past Performance. 30 possible points. A minimum of 5 years of demonstrated exceptional past performance in providing services of a similar magnitude; 3) Knowledge of the National Institutes of Health. 20 possible points. Demonstrated knowledge of the National Institutes of Health programs and academic institutions. The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addendum to FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is as follows: The Offeror must include in its quote, the unit price, the list price, installation charges, shipping and handling cost, the delivery date, prompt payment discount terms, the F.O.B. point (Destination or Origin), and provide descriptive literature inclusive of specifications as part of the quotation. The DUN and Bradstreet Number (DUNs), the Taxpayer Identification Number (TIN), and the business size. The Offeror must be registered in the Government?s Central Contractor Registry (CCR) System, which is available at www.ccr.gov .
