Description
This is a Request for Information (RFI) for nonpersonal services to provide laboratory sample analyses for the 88th Air Base Wing, Environmental Management Office, Wright-Patterson AFB, OH. The purpose of this announcement is to identify firms who possess both capability and experience to provide laboratory sample analysis testing. This is not a notice of solicitation issue. This Request for Information does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor does this issuance restrict the Government?s acquisition approach. Wright-Patterson AFB programs requiring laboratory analytical support include drinking water, waste water, and storm water. Samples may include mixed wastes, which is waste that is composed of Resource Conservation and Recovery Act as amended (RCRA) hazardous constituents and radioactive materials. The North American Industry Classification System (NAICS) code is 541380. The small business size standard is not to exceed $11M in gross average annual receipts for the three preceding fiscal years. The contractor shall be required to furnish all equipment, labor, supplies, and supervision, and perform all operations necessary for the transporting, holding, packaging, shipping, destroying, and analysis of samples as collected by Wright-Patterson Air Force Base (WPAFB) personnel. Prompt definitive analyses of samples are imperative using EPA-approved analytical methods as outlined in the Code of Federal Regulations; 40 CFR 261.20 and contained in the most recent edition of ?Test Methods for Evaluating Solid Waste, Physical/Chemical Methods,? EPA Publication SW-846, or other methods as herein specified or as required by WPAFB, OH. The purpose of this RFI is to identify potential sources capable of meeting the requirements cited above and stated in the attached Draft Performance Work Statement. The government anticipates a Purchase Order for one base year and two option years. Your response should demonstrate capabilities, expertise, and past performance. Your response should not exceed 10 pages and should include the following: Company Name; Address; Point of Contact; Telephone Number; E-Mail Address; CAGE Code; Web Page URL; Size of Business and participation in a government preference programs (if applicable). The government will not award a purchase order solely on the basis of this RFI nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice.
