- Notice of intent to award a sole source purchase order to Nashville Hockey Club. This company's physical address is 501 Broadway, Nashville, Tennessee, 37203-3932. The award will be made for the purchase of a signage package advertising the Tennessee Army National Guard. This marketing effort will concentrate on marketing activities with the Predators professional hockey team during the 2007-2008 hockey season. This procurement is being conducted under FAR Part 6.302-1, for Other than Full and Open Co mpetition and FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR QUOTATION.. Responses to this notice must be submitted by 3:30 PM CST, Friday, September 7, 2007. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and conv incing evidence that competition would be advantageous to the Government in future procurements. The point of contact for this announcement is John W. Anders, Contracting Specialist, at john.anders@ng.army.mil. SUBJECT: Justification for Other than Full and Open Competition 1. This request for justification for other than full and open competition is for an on-site advertising package for the Nashville Predators 2007-2008 Hockey Season. The recommended vendor to fulfill this requirement is the company of, Nashville Predators , LLC. The Tennessee Army National Guard would like to use this company to market them during the home games for the 2007-2008 hockey season. This kind of concept for this particular venue is not otherwise available to the Government. 2. In an effort to increase the number of people enlisting in the Tennessee National Army Guard (TNARNG) on a game day representatives from the TNARNG shall be allowed to set up a Game Day display in order to educate spectators about the opportunities ava ilable in the Tennessee Army National Guard 3. The total estimated value of this advertising package shall not exceed $44,750.00. 4. The Statutory Authority as noted in the Federal Acquisition Regulation part 6.302-1 is satisfied based on the fact that there is only one responsible source for fulfilling this requirement in the vicinity of Nashville, Tennessee, and that there are no o ther supplies or services that will satisfy the agency requirements for this particular requirement. 5. The Nashville Predators is the only professional hockey team in Tennessee, and is the only sports organization in the area with the potential to provide an advertising media capable of reaching the desired number of people in the demographic group that the Tennessee Army National Guard wishes to recruit. 6. Efforts to solicit other contractors have not been made as the Nashville Predators is the only professional hockey team in Tennessee for this particular venue capable of reaching the desired number of people in the demographic group that the Tennessee A rmy National Guard wishes to recruit. 7. The anticipated cost of this acquisition is determined fair and reasonable by comparison of prices proposed in other advertisement packages of this nature. The price proposed for the advertisement and marketing efforts with Vanderbilt University is $44, 750.00. 8. Efforts were made to identify other sources of competition by searching for vendors registered under the North American Industry Classification System (NAICS) code of 711211 for Display Advertising in Tennessee. No other hockey teams in the Middle Tenne ssee area were identified in this search that could provide an advertisement package as required for this particular requirement except for the Nashville Predators organization. 9. The Nashville Pr edators, LLC, is the only responsible professional hockey source identified in the market research that could provide an advertising package of this type in the Middle Tennessee area. 10. Based upon the market research conducted by this office there were no other sources that could have expressed an interest in this acquisition. 11. No actions to remove barriers to competition will be taken, as the Nashville Predators organization is the only professional hockey organization in Tennessee who can provide advertising to potentially reach the desired number of people in the demograph ic group for potential recruits into the Tennessee Army National Guard. 12. This justification is accurate and complete to the best of my knowledge and belief.
