- Phantom Express Project at Fort Hood Army Installation in Killeen, Texas announcement is a notice of an intent to award a sole source contract in accordance with FAR 6.302-1. The supply and or services to be acquired are an access control point (ACP ) vehicular automation equipment sysstem at Fort Hood located in Killeen, Texas, as an extension of an on-going, Army sactioned security test program to alleviate the gate guard cost while increasing security, through automation means, at the ACP's. Integ rate the ACP automation system (Phantom Express) into the existing security systems at Fort Hood, Texas. The North American Industrial Classification System (NAICS) code is 561621 with a business size standard of $11.5 million. The sole source contractor is Shane Gelling Company, 98 Prospect Avenue, Sea Cliff, NY 11579. This action is considered a follow-on contract for highly specialized services and supplies from one previously competed best-value solicitation. The U.S. Army Corps of Engineers, Fort W orth District entered into a previous competed contract, W9126G-06-P-0430, with The Shane Gelling Company to supply, install, and provide warranty on the ACP equipment and services for Fort Hood. No solicitation package will be issued. This notice of int ent is not a request for competitive proposals, however, the government will consider responses received by September 20, 2007. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
