- The U. S. Environmental Protection Agency (EPA) intends to modify an existing contract (68D02065) with Research Triangle Institute (RTI), Research Triangle Park, NC, which was awarded on a competitive basis. The current option period expires September 30, 2007. It is essential that progress be uninterrupted on the quality assurance related projects. The modification will extend the current period of performance through February 29, 2008. The Research Triangle Institute is responsible for implementation and operation of national, state/local, and tribal air monitoring networks that addresses the quality of the measurement data of the criteria air pollutants (carbon monoxide (CO), ozone (O3), nitrogen dioxide (NO2), lead (Pb), sulfur dioxide (So2), and various sizes of particulate matter (PM10, PM2.5)), chemical speciation of particulate matter, air toxic compounds, and ozone precursors required to be measured by the Photochemical Assessment Monitoring Stations (PAMS) program in the development of national air pollution control emission standards. The projects include; support in the development and revision of QA guidance documentation; facilitation of assessments and audits; ambient air quality assurance program support, including outreach and training activities; and precision and accuracy program support. One of the critical elements RTI supplies under this contract is support to EPA?s Quality Assurance programs primarily for the FRM Network. The key functions of quality assurance is the characterization, quantification and publication of uncertainty in existing PM2.5 measurements, and to inform regulatory and policy decisions made by Federal, State, local and Tribal air pollution control agencies. RTI is the database manager for the Performance Evaluation Database (PED) which includes all facets of programming for data review and correction, data storage, data transfer, data integration, data reporting and data upload to AQS for the performance evaluation laboratory located in Athens, GA. RTI also provides support for on-site field and laboratory training which is scheduled for November 2007. Interruption or delay of services would cause harm to the Government not only in the PEP program, but to the PM2.5 mass monitoring network, which consist of approximately 1300 monitoring sites and is a critical component in the national implementation of the PM2.5 NAAQS. Therefore, based on RTI's unique knowledge and experience, it is believed that RTI is the only contractor that has the ability to continue the critical support to the EPA within the necessary time frame. It is, therefore, in the Agency?s best interest to obtain the services of RTI on a sole source basis by extending the current period of performance of this contract for a period of 5 months for continuity of services.
