Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI7156 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-19. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The associated North American Industry Classification System (NAICS) Code 339111, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a ImmunoSpot S5 UV Analyzer from the only known manufacture Cellular Technology Ltd. Item/Description/Quantity: 1) ImmunoSpot S5 UV Analyzer, qty -1, 2) Motorized Lens Package, qty-1. This instrument is the only known available ELISPOT reader with capabilities to read dual-color ELISPOT and fluorescent assays in a high throughput manner. It can perform single cell level detecting apoptosis and cell counting of fluorescent parasites. Another main feature is the capability of using different microplate formats including 24, 48 and 96 wells plates. The immediate use of this machine will be of great value to our field project in Leishmaniasis and sand flies by reducing the amount of cells needed from human subjects to be tested and to detect specific cell types at very high resolution. It is important for the piece of scientific equipment to have the following: 1) Fluorescent and visible light modes, 2) Versatility, 3) High-Resolution, 4) Scans multiple plate types, 5) Accurate well capture, 6) Inverted Scanning, 7) FastScan, 8) Expandability, 9) Preset Assay Types, 10) Custom Plate Layouts, 11) AutoCentering, 12) AutoExposure, 13) High-Throughput Compatibility, 14) Live Counting, and 15) Motorized Optics Extension. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland 20852. The government will award a fixed price purchase order to the responsible contractor. Copies of the aforementioned clauses are available upon request by telephone to Ms. Tonia Alexander at (301) 496-2607. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) September 26, 2007 to Tonia Alexander.
