- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F3ZT897243A001; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20 and Defense DCN 20070906. This acquisition will be full and open competition, brand name only IAW FAR 6.302-1(c); the North American Industry Classification System (NAICS) code is 335311. The business size standard is 750 employees. The Federal Supply Class (FSC) is 3040. The Standard Industrial Classification (SIC) is 3612. This request for quotation consists of the following Cummins Automatic Transfer Switches: Item 0001: Cummins Automatic Transfer Switches, Model Number OTPC-800: 2 EA; 800A Onan 480V 4-pole NEMA 3R enclosure, programmed transition ATS w/digital display & exerciser clock. Item 0002: Cummins Automatic Transfer Switches, Model Number OTPC-1000: 1 EA; 1000A Onan 480V 4-pole NEMA 3R enclosure, programmed transition ATS w/digital display & exerciser clock. Item 0003: Cummins Automatic Transfer Switches, Model Number OTPC-1600: 1 EA; 1600A Onan 480V 4-pole NEMA 3R enclosure, programmed transition ATS w/digital display & exerciser clock. Item 0004: Cummins Automatic Transfer Switches, Model Number OTPC-2000: 2 EA; 2000A Onan 480V 4-pole NEMA 3R enclosure, programmed transition ATS w/digital display & exerciser clock. Ensure you include the delivery time for project completion. Upon award the contractor will be required to coordinate delivery with the customer. Requiring Activity: OL-A AFCESA/CEMIRT P.O.C.: Major PETER DOMAHOSKI 2. Contracting Agency: 60th Contracting Squadron, Travis AFB CA 3. Purchase Request #: F3ZT897243A001 4. Description of Requirement: Purchase six Cummins automatic transfer switches (ATS) in multiple power capacities with the following minimum specifications: Type OTPC; 4-pole; 277/480-Volt; 60-Hertz; NEMA-3R enclosure. The Cummins ATS are essential systems necessary to upgrade emergency power distribution capabilities of several in-use CEMIRT Emergency Power Systems (CEPS) ranging in size from 500-kilowatt to 1.2-megawatt. 5. Statutory Authority permitting other than full and open competition: FAR 8.405-6(b): Only one responsible manufacturer and no other brand or services will satisfy the agency requirement. This acquisition is conducted under the authority of the Multiple Award Schedule Program as defined in FAR 8.401. 6. Justification or authority for action: (a.) The Cummins ATS is specifically designed to seamlessly interface with existing Cummins containerized emergency generator packages. The Cummins ATS incorporates proprietary circuitry and controls, system monitoring, and electrical safety features necessary for precise transfer/re-transfer of emergency power to critical loads. The Cummins ATS is a direct replacement item for the existing obsolete load transfer systems currently on the CEPS generators. The Cummins ATS is designed as plug-n-play component for the Cummins CEPS; thus, require no modifications to install in the containerized mobile power plants. The Cummins ATS also includes circuitry for a Supervisory Control and Data Acquisition (SCADA) add-on module, enabling remote network connectivity for real-time command, control, and monitoring capability. CEMIRT is presently designing and installing SCADA systems in critical Air Force-owned utility facilities around the globe. (b.) Cummins or affiliate Cummins/Onan distributors are the only known source that can satisfy the government?s requirement. There is no other product on the market designed specifically for the semi-proprietary CEPS equipment. It is imperative that each ATS fully integrate with the in-use engine/generator configuration, ancillary equipment and associated electrical distribution and control software. (c.) Cummins fixed and mobile power generation/switching equipment are standardized throughout the Air Force. Most notably, the electrical branch of the Air Force civil engineering technical training schoolhouse, located at Sheppard AFB, utilizes Cummins/Onan power systems in their basic and advanced troubleshooting courses; making the Cummins/Onan brand familiar to a vast majority of personnel required to operate and maintain the CEPS when dispatched to supported agencies. Purchase of non-Cummins ATS would require significant expenditure to re-design or modify existing hardware and circuitry to adapt the systems to the CEPS. This alone would contribute to costly and unacceptable project delays. 7. Market Research/ Other Facts: Additional market research was conducted by unit technical specialists during product research. These unit members are continually involved in acquisition, installation, and training of Cummins/Onan systems and similar products. Based on their extensive knowledge, the requested automatic transfer switches will 1) expedite installation, troubleshooting, and maintenance of in-use Cummins/Onan containerized power packages; 2) minimize downtime by providing technicians a single point of contact for field support--versus contacting several different equipment providers; 3) capitalize on member knowledge of existing equipment and minimize funding required for training. 8. Steps to improve competition: Unit technical experts continue to review and evaluate existing technologies while researching newer power producing and distributing innovations.
